BENDER READY-MIX CONCRETE MANUFACTURING PROJECT <br />Initial Study/Mitigated Negative Declaration <br />4.0 ENVIRONMENTAL ANALYSIS <br />As stated within Section 2.0, Proiect Description, upon review of current activities at the site, the City has determined <br />that the Bender Ready-Mix concrete manufacturing facility has been operating without a valid Conditional Use Permit <br />(CUP). The Project Applicant would be required to acquire a CUP from the City to continue long-term operations. <br />Since environmental review for existing on-site concrete manufacturing operations was not previously conducted, this <br />analysis is intended to address impacts related to operation of the existing Bender Ready-Mix facility in addition to <br />any improvements that would be required by the City for issuance of a CUP. The City anticipates that several <br />improvements will be required in order for the project to meet the requirements of the City of Santa Ana Municipal <br />Code (Municipal Code). These new improvements are described within Section 2.5, Proiect Characteristics. <br />The following is a discussion of potential project impacts as identified in the Initial Study/Environmental Checklist. <br />Explanations are provided for each item. <br />4.1 AESTHETICS <br /> <br />L <br /> <br />[l <br /> Less Than <br />Would the project: potentially Significant <br />' Less Than No .: <br /> Significant Impact With Significant Impact <br /> Impact Mitigation impact <br /> Incorporated <br />a. Create a new source of substantial light or glare, which would <br />adversely affect day or nighttime views in the area? <br />I a) Have a substantial adverse effect on a scenic vista? <br />No Impact. The City of Santa Ana's (City) General Plan identifies street corridors, watercourse <br />corridors, inter-city corridors, City entries, and selected/screened views from a highway that <br />consideration in terms of development within the City. The project site is not located in close proximity <br />near any identified corridors, City entries, or selected/screened views from a highway. The nearest <br />identified features consist of First Street (a "Primary Street Corridor" approximately 0.5-mile north of the <br />site) and a "Major City Entry" situated approximately 0.75-mile northeast of the site along the City's <br />border with Tustin. <br />Existing concrete manufacturing operations at the project site do not currently affect any City-identified <br />visual resources. Moreover, the various aesthetic, drainage, water quality, and safety enhancements <br />included in the project would not affect City-identified resources and would result in beneficial aesthetic <br />impacts. Since the project area is void of a scenic vista, no impacts would occur in this regard. <br />Mitigation Measures: No mitigation is required. <br />I <br />JULY 2011 4.1-1 AESTHETICS <br />31A-33
