BENDER READY-MIX CONCRETE MANUFACTURING PROJECT <br />Initial Study/Mitigated Negative Declaration <br />Compliance with SCAQMD rules and regulations would reduce the proposed project's construction- ' <br />related impacts to a less than significant level. Thus, it can be reasonably inferred that the project- <br />related construction emissions, in combination with those from other projects in the area, would not <br />substantially deteriorate the local air quality. Thus, a less than significant impact would occur in this <br />regard. <br />CUMULATIVE OPERATIONAL IMPACTS <br />As discussed previously, the existing facility operations do not exceed SCAQMD emission thresholds <br />and do contribute to air quality impacts. Additionally, adherence to SCAQMD rules and regulations <br />would alleviate potential impacts related to cumulative conditions on a project-by-project basis. <br />Emission reduction technology, strategies, and plans are constantly being developed, As a result, the <br />facility does not contribute a cumulatively considerable net increase of any nonattainment criteria <br />pollutant. Therefore, cumulative operational impacts associated with the project are less than <br />significant. <br />Mitigation Measures: No mitigation is required. <br />d) Expose sensitive receptors to substantial pollutant concentrations? ' <br />Less Than Significant Impact. Sensitive receptors are defined as facilities or land uses that include <br />members of the population that are particularly sensitive to the effects of air pollutants, such as <br />children, the elderly, and people with illnesses. Examples of these sensitive receptors are residences, <br />schools, hospitals, and daycare centers. The California Air Resources Board (CARB) has identified the <br />following groups of individuals as the most likely to be affected by air pollution: the elderly over 65, <br />children under 14, athletes, and persons with cardiovascular and chronic respiratory diseases such as <br />asthma, emphysema, and bronchitis. <br />Sensitive receptors near the project site include multi-family residences to the west of the project site. <br />In order to identify impacts to sensitive receptors, the'SCAQMD recommends addressing localized <br />significance thresholds for construction and operations impacts (area sources only). Carbon monoxide <br />hot-spot analyses are generally performed for the analysis of localized mobile source impacts. <br />LOCALIZED SIGNIFICANCE THRESHOLDS (LST) <br />Localized Significance Thresholds (LSTs) were developed in response to SCAQMD Governing Boards' <br />Environmental Justice Enhancement Initiative (1-4). The SCAQMD provided the Final Localized <br />Significance Threshold Methodology (dated June 2003 [revised 2008]) for guidance. The LST <br />methodology assists lead agencies in analyzing localized impacts associated with project-specific level <br />proposed projects. The SCAQMD provides the LST lookup tables for one, two, and five acre projects <br />emitting CO, NOx, PM2.5, or Mo. The LST methodology and associated mass rates are not designed <br />to evaluate localized impacts from mobile sources traveling over the roadways. The SCAQMD <br />recommends that any project over five acres should perform air quality dispersion modeling to assess <br />impacts to nearby sensitive receptors. The project is located within Sensitive Receptor Area (SRA) 17, <br />Central Orange County. <br />The project site is approximately 0.97 acre in size; therefore, the LST thresholds for a one-acre project <br />were utilized for the LST analysis. The closest sensitive receptors to the project site are multi-family <br />residential units to the west of the project site. These sensitive land uses may be potentially affected by <br />air pollutant emissions generated during on-site construction activities. LST thresholds are provided for <br />distances to sensitive receptors of 25, 50, 100, 200, and 500 meters.
