Therefore, long-term operational impacts on the circulation <br />system would be less than significant. <br />Mitigation Measures: No mitigation is required. <br />b) Conflict with an applicable congestion management program, including, but not limited to level <br />of service standards and travel demand measures, or other standards established by the county ' <br />congestion management agency for designated roads or highways? <br />No Impact The CMP is intended to reduce traffic congestion and provide a mechanism for ' <br />coordinating land use and development decisions throughout Orange County. The CMP states that if a <br />project generating 1,600 or more trips/day will directly access, or is in close proximity to, a CMP <br />Highway System link, a CMP traffic impact analysis is required. As the facility currently has a daily total <br />of approximately 88 trips and would not result in additional trips (following completion of construction), <br />no CMP traffic impact analysis is required for the proposed project, and no impacts would occur in this <br />regard. <br />Mitigation Measures: No mitigation is required. <br />C) Result in a change in air traffic patterns, including either an increase in traffic levels or a change <br />in location that results in substantial safety risks? <br />No Impact The nearest airport to the project site is the John Wayne Airport, located approximately <br />four miles to the south. Due to distance and nature of the project, implementation of the proposed <br />project would not result in any change in air traffic patterns or levels. Therefore, no impact would occur. <br />Mitigation Measures: No mitigation is required. <br />d) Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment)? <br />Less Than Significant Impact. The existing Bender Ready-Mix facility is located in a heavy industrial <br />area, frequently utilized by heavy trucks. The existing facility generates approximately 15 to 20 truck <br />loads per day for concrete manufacturing operations. Given the industrialized nature of the project <br />area, existing operations do not result in a hazard or incompatible use. <br />The proposed project consists of on-site aesthetic, drainage, water quality, and safety improvements. <br />The project would not result in any alteration or expansion of on-site operations. Moreover, the project <br />would include the repaving of South Santa Fe Street along the project frontage, which would result in ' <br />beneficial impacts in regards to safety. Thus, impacts in this regard would be less than significant. <br />Mitigation Measures: No mitigation is required. , <br />e) Result in inadequate emergency access? <br />Less Than Sianificant Impact As a concrete manufacturing plant, the Bender Ready-Mix facility does ' <br />not currently impact emergency access in the site vicinity. The proposed project would implement <br />minor aesthetic, drainage, water quality, and safety improvements on-site. Safety improvements would <br />include the repaving of South Santa Fe Street along the project frontage. Repaving of South Santa Fe <br />Street would be limited to the southbound lane (i.e., from the roadway centerline to the project <br />frontage). Thus, South Santa Fe Street would remain open and accessible during emergency <br />operations.
