1 BENDER READY -MIX CONCRETE MANUFACTURING PROJECT <br />Initial Study /Mitigated Negative Declaration <br />L� <br />�1 <br />u <br />LJ' <br />n <br />(e) Noise sources associated with construction, repair, remodeling, or grading of any real property, <br />provided said activities do not take place between the hours of 8 :00 p.m, and 7:00 a.m. on <br />weekdays, including Saturday, or any time on Sunday or a federal holiday. <br />NOISE MEASUREMENTS <br />In order to quantify existing ambient noise levels in the project area, RBF Consulting conducted noise measurements <br />on September 14, 2010; refer to Table 4.12 -3, Noise Measurements. The noise measurement sites were <br />representative of typical existing noise exposure on -site and immediately adjacent to the project site. The first <br />measurement was taken in the center of the project site, south of the maintenance /office building and concrete batch <br />processing equipment. The second measurement was taken within the apartment complex to the west. Ten - minute <br />measurements were taken at each site. Meteorological conditions were clear skies, warm, with light wind speeds <br />(one to three miles per hour), and low humidity. <br />Table 4.12.3 <br />Noise Measurements <br />Noise monitoring equipment used for the ambient noise survey consisted of a Briiel & Kjaer handheld Analyzer Type <br />2250 equipped with a 4189 pre - polarized microphone. The monitoring equipment complies with applicable <br />requirements of the American National Standards Institute for Type I (precision) sound level meters. The results of <br />the field measurements are indicated in Appendix E, Noise Data. <br />EXISTING STATIONARY SOURCES <br />The project area is highly urbanized, consisting of a mix of industrial /manufacturing and residential uses. The <br />primary sources of stationary noise in the project vicinity are industrial /manufacturing- related activities. The noise <br />associated with these sources may represent a single -event noise occurrence, short -term, or long -term /continuous <br />noise. <br />EXISTING MOBILE SOURCES <br />Existing mobile source noise in the project area is generated from mobile sources along Santa Fe Street and the <br />Union Pacific railroad. Mobile source noise along Santa Fe Street is primarily from trucks accessing the nearby <br />industrial and manufacturing facilities. The Santa Fe railroad adjoins the project site to the west, which represents <br />the single loudest source of mobile source noise. <br />' a) Exposure of persons to or generation of noise levels in excess of standards established in the <br />local general plan or noise ordinance, or applicable standards of other agencies? <br />Less Than &nificant Impact. It is difficult to specify noise levels that are generally acceptable to <br />everyone; what is annoying to one person may be unnoticed by another. Standards may be based on <br />documented complaints in response to documented noise levels, or based on studies of the ability of <br />people to sleep, talk, or work under various noise conditions.
