Contract for Housing Assistance Payments for the Secta.on 8 New <br />Construction Program CA16--8023-054 (Santa Ana Towers Project}. <br />DISCUSSION <br />In November of 1977 the Santa Ana Housing Authority adopted resolution <br />77-6 which implemented the Section 8 Housing Assistance Payments Program <br />and Housing Assistance Payment Contract for the private owner of the <br />Santa Ana Towers located at 401 W. First Street. The project has <br />continued to operate an interim renewals as a 199-unit rental project <br />specifically designed for elderly, handicapped, or disabled persons. The <br />Department of Housing and Urban Development (HUD) notified us that on <br />November 2, 1998 the Housing Assistance Payments Contract expired and the <br />project has been authorized on a month-to-month basis by HUD since that <br />date. HUD has now provided a renewal contract which will authorize <br />payments to the Santa Ana Towers until April 30, 1999, at which time the <br />owners of the Santa Ana Towers will have to decide whether or not to <br />continue with the Section 8 New Construction Program. <br />Although all recommended actions of the Santa Ana Housing Authority are <br />first reviewed and acted upon by the Redevelopment and Housing <br />Commission, in this case, HUD has not afforded the Housing Authority <br />sufficient time to process this request by standard procedures. <br />Therefore, the action of the Authority will be processed as an emergency <br />action as required by federal regulations. <br />~,.~[1 <br />~ c~..._...._ <br />ylSSau--~/ ~ lytJ~ <br />
