Application for Section 8 <br />Welfare--to-Work Rental <br />Voucher Program <br />April 5, 1999 <br />Page 2 <br />(TANF) Program and where <br />assistance is critical <br />employment. <br />it has been demonstrated that th <br />to the success in obtaining or <br />e housing <br />retaining <br />Based on the federal regulations, Housing Authorities would only be <br />eligible to apply if they develop a program in conjunction with all state <br />or local entities administering the TANF Program and Welfare-ta-Work <br />grants through the Department of Labor. <br />As part of the application, certifications supporting and assuring <br />cooperation with the Housing Authority's proposed Section 8 Welfare-to- <br />Work Program must be submitted by these entities. Some of the Agencies <br />that the Housing Authority is coordinating efforts with are the other <br />three Orange County Housing Authorities, the Orange County Department of <br />Social Services, Cambodia Family Tnc., Center for Employment Training <br />(CET), Catholic Charities, Vietnamese Community of Orange County, and the <br />Private Industry Council. <br />The Housing Authority wi11 determine the number of clients that is <br />feasible to serve within the regulatory timeline based on information to <br />be provided by the Orange County Department of Social Services and other <br />Welfare-to-Work Programs. The maximum number of vouchers which the <br />Housing Authority is allowed to apply for under this funding notice is <br />700. <br />FISCAL IMPACT <br />By submitting this application, the Santa Ana Housing Authority will be <br />eligible to receive additional funds in the housing voucher account <br />annually to provide rental assistance to eligible individuals/families <br />(account no. 140-01-5350). 1n addition to program fund dollars, the <br />Housing Authority will receive funds to cover administrative costs. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Cynthia J.
