RESOLUTION NO. 2011-071 <br />Lss10/20/11 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA SUPPORTING ORANGE COUNTY WATER <br />DISTRICT'S GROUNDWATER REPLENISHMENT SYSTEM <br />INITIAL EXPANSION PROJECT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The Orange County Water District's (OCWD) Groundwater Replenishment <br />System (GWRS) is an advanced water purification project that improves <br />local water supply reliability through wastewater reclamation and <br />groundwater replenishment; and <br />B. The existing GWRS facility purifies approximately 72,000 acre-feet per year <br />(afy) of highly treated wastewater, enough to supply 600,000 people; and <br />C. The GWRS improves the quality of water in our groundwater basin by <br />adding near-distilled quality water into the aquifer; and <br />D. OCWD plans to expand its GWRS to treat an additional 31,000 afy of <br />water, bringing the total production of GWRS facility to 103,000 afy, <br />enough to meet the needs of nearly 850,000 people ; and <br />E. Managing Southern California's water resources is critical to the continued <br />health and economic vitality of the region, including Los Angeles, Orange, <br />San Diego and Ventura Counties. The region currently loses <br />approximately 1.3 billion gallons of wastewater daily to ocean outfall due <br />to a lack of water recycling resources; and <br />F. The GWRS Initial Expansion will decrease Orange County's dependency <br />on imported water from the State Water Project and the Colorado River; <br />and <br />G. The GWRS produces water using one-half of the energy required to <br />import water from the State Water Project; and <br />H. The GWRS Initial Expansion will create hundreds of local jobs through <br />development, construction and operation of the project; and <br />Resolution No. 2011-071 <br />Page 1 of 3
