I. The GWRS Initial Expansion will produce ultra-pure water at a cost <br />competitive with the cost of importing water. The demand and price of <br />imported water is increasing at the same time supply is decreasing. The <br />more Orange County invests in water recycling, the less dependent it will <br />be on imported water. <br />Section 2. The City Council of the City of Santa Ana supports the <br />Groundwater Replenishment System Initial Expansion Project. <br />Section 3.
