EXHIBIT A <br />OPERATIONAL CONDITIONS <br />Failure to abide by these Operational Conditions may result in the expulsion of a <br />vendor or other festival participant at the discretion of City. <br />Prohibited Entertainment Activities <br />• Entertainment on any stage is prohibited from tossing anything into the crowd. This <br />also applies to the live remotes from any radio station. <br />• Artist autograph sessions are prohibited throughout the Event in all areas. <br />Vendors <br />• All Vendors must attend an orientation meeting and must sign in at their arrival and <br />sign out at their departure. Vendors who do not attend, arrive late, and/or depart early <br />may be prevented from participating in the Event. <br />• All vendors shall obtain a City of Santa Ana Business License or a One-Day Peddlers <br />License. <br />• All food vendors shall obtain and have in their possession, an Orange County Health <br />permit and/or clearance from OC Health Department. <br />• All mobile vendors during parade and festival must carry with them a photo <br />Identification to identify them as the approved vendor. <br />• All vendors must stay within their respective designated booth boundaries and must <br />not encroach on adjacent booths or on public or private property. <br />• All vendors are subject to the "Three Warning Rule" and may be eliminated from the <br />festival and/or parade for non-compliance three times during the entire Event. <br />Vehicles <br />• Vendor/booth/sponsor vehicles may not enter the Event after 11:30 am daily and until <br />12:30 am on Saturday and 10:30 pm on Sunday night or until it is determined to be <br />safe for the general public by the Police Department Official in charge at the Event. <br />• Vendor vehicles must park in assigned locations at all times. Vendor vehicles parked <br />in unauthorized locations will be towed at the vendor's expense. <br />Sales <br />• All ticket sales at any booth including the Carnival must cease one hour prior to <br />closing of the Event each night. <br />Mitigation of Disturbances <br />• All noise generated by the Event shall remain within levels specified in SAMC <br />Section 18-132. Specifically noise levels shall not exceed 55 db between the hours of <br />7 a.m. to 10 p.m. and not to exceed 50 db between the hours of 10 p.m. to 7 a.m. <br />SAMC Section 10-153 (Loud and Raucous Notice) must be abided by all at all times. <br />• No speakers outside booths and no live entertainment are allowed except on the <br />approved stages or by prior city approval. <br />25B-9
