Award a contract to Greenland Constmction Inc., the lowest responsible bidder, in a�ordance <br />with unit bid prices for the Base Bid plus Add Alternate Two in the estimated amount of <br />$140,740 far construction e(lhe Seventeenth Street Triangle project. <br />2. Approve a Fund'mg Analysis with a total estimated construction cost of $196,900. <br />DISCUSSION <br />The Seventeenth Street Triangle Is a County awned parcel of undeveloped land along the east <br />side of the Santa Ana River, nodh o(Sevenfeenih Sireef (Ezhibll 1j. A lease agreement was <br />approved in 2010 between the City and the Coun[y of Orange for the land and the improvements <br />for the proposed project. The Santa Ana River Vision Plan, which was adapted by the City Council <br />on August 7, 2006, identified Phis area as an oppodunity to enhance trail access to Edna Parkas <br />well as habitat restoration, Interpretive information and scenic improvement to trail users. The <br />proposed project includes landscaping with native plants, irrigation utilizing reclaimed water and <br />rail'mg. Add Rlternate Two provides for a viewing leek and site furnishings. The improvements will <br />provide a space far trail users to res! as well as view the ezisling habitat area. <br />The project is funded with a Sfafe o(Callfomia California Rivers Parkway Program: Proposition 50 <br />Grant, which provides funding (or the restoration and development of river parkways in accordance <br />v�lh the Cali(omia Rivers Parkway Act of 2004. <br />The Notice Inviting Bids was ativedised on September 22 and 23, 2011 and bids were opened on <br />November 2, 2011. A summary o(ihe hid invitations mailed, the bids received, and the bid results <br />follows. <br />
