<br /> <br /> <br /> <br /> <br /> • • Gerardo Mouet indicated the intent of the rule is to allow small groups/families <br /> and friends to play games in open park areas without making a reservation. <br /> Currently Section 31-2.8d states "No person in the park shall play except in <br /> areas set for such use. This section needs to be amended to allow family <br /> games in other areas of the park. <br /> • Councilmember Tinajero requested staff look into a Seven on Seven rule as <br /> long as it does not allow organized play and to also remove the flying of kites <br /> from the code. Councilmember also commended staff on doing a great job on <br /> keeping the fields green. <br /> <br /> RECOMMENDATION: Staff to work with the City Attorney to re-draft sections of <br /> the municipal code and submit to the city council for approval. A draft of the <br /> amended code to be submitted to City Council in October. <br /> <br /> • ADULT SOCCER SURCHARGE OPTIONS <br /> • Staff indicated the City Council directive for a one year surcharge moratorium <br /> ended on June 30, 2011. Since FY 2002/03 the adult soccer surcharge <br /> generated $417,322 in revenue. Various capital improvement options were <br /> presented on the use of the monies to address the soccer demand from <br /> installation of synthetic turf on DYSC Field #3, lighting of DYSC Field #1 <br /> natural turf field, lighting on Centennial Field #5 & #6, installation of 3 fields <br /> on Centennial 5 & 6 and a speed soccer field in Centennial Nursery. All the <br /> • options were over the current surcharge balance and staff recommends <br /> preserving the funds to match any future grants. <br /> • Edgar Vasquez suggested a permanant restroom for field #4 or incorporate 3 <br /> smaller fields on Centennial 5 & 6. <br /> • Councilmember Sarmiento requested the soccer leagues discuss the options <br /> and communicate with Little League & softball leagues. <br /> • Edgar Vasquez recommended the surcharge be re-established only during <br /> the spring and summer season. <br /> <br /> RECOMMENDATION: Staff work with sports organizations to get additional ideas on <br /> the soccer surcharge and to look into re-establishing the surcharge during the spring <br /> and summer season. <br /> <br /> • STAFF COMMENTS <br /> • Gerardo Mouet indicated: <br /> o The 4th/French Plaza cost is approx. $1.1 million and indicated <br /> an alternative concept was prepared by a well known architect <br /> for their review. <br /> o He is working with MX Live on the September 16 & 17 Street <br /> Fair and the Parade that will begin on Sunday at 4:00pm. <br /> o The Film Festival will have a Zorro Theme and one of the films <br /> will be a Vietnamese film. <br /> <br /> <br /> <br /> <br /> PREY Regular Meeting - MINUTES 3 August 3, 2011 <br /> 13A-3 <br />
