AA - DOL Technical Skills Training Grant <br />February 6, 2012 <br />Page 2 <br />e. Canada College to provide curriculum design assistance and technical assistance in the <br />amount of $67,573; <br />f. Growth Sector to provide coordination of curriculum development, project management, <br />student support, and internship development in the amount of $951,390; <br />g. Rapid Tech to provide software, recruiting of industry partners, internship development, <br />and a summer engineering institute program in the amount of $316,600; <br />h. OCTANe to provide On- the -Job Training development in the amount of $30,000. <br />DISCUSSION <br />In May of 2011, the Department of Labor announced the availability of approximately $240 million <br />in funds for an H -1 B Technical Skills Training Grants program authorized by the American <br />Competitiveness and Workforce Improvement Act of 1998 (ACWIA). Funding for the grant comes <br />from user fees paid by businesses bringing in foreign workers into the United States with H -1 B <br />nonimmigrant visas. <br />The grant program is designed to provide education, training, and job placement assistance for <br />United States residents in the occupations and industries for which employers are using H-113 <br />visas to hire foreign workers. Grants were made available to partnerships of private and public <br />sector organizations, which included: business - related non - profit organizations, educational <br />institutions, community colleges, community -based organizations, and organizations experienced <br />in administering the Workforce Investment Act of 1998 (WIA). <br />The Department of Labor awarded the City of Santa Ana, Santa Ana WORK Center (SAWC) <br />$4,997,479 to fund its Bridge to Engineering Program. The intent of the program is to provide <br />academic and peer support to pre- engineering students as they work their way toward an <br />engineering degree. <br />The program will recruit students from Santa Ana's High School Inc. Engineering Academy, local <br />high school S.T.E.M. (Science Technology Engineering Math) programs, Santa Ana College, and <br />long term unemployed individuals. Participants will be guided through a four -year engineering <br />program with intensive academic support and placed in On- The -Job Training paid internships with <br />Santa Ana employers and other local companies. <br />The SAWC is part of a multi- agency consortium composed of three community colleges, including <br />Santa Ana College; three business - related non - profits; and three universities, including California <br />State University Fullerton and the University of California at Irvine. The project will establish a <br />structure at both the community college and university levels that will increase the participation of <br />
