Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Reject the contract award to Cook Coatings, Inc. for re-roofing the Corbin Center in an <br />amount not to exceed $41,790. <br />2. Award a contract to Foam Experts Roofing, Inc. for the Corbin Center re-roofing project in <br />an amount not to exceed $41,000. <br />DISCUSSION <br />The Finance and Management Services Agency Building and Maintenance Division annually <br />inspect the condition of the roofs of City facilities. After evaluating the roof at the Corbin Center, <br />the Facilities Maintenance Superintendent has recommended the re-roofing of the facility. The <br />existing roof is approximately 20 years old and no longer cost effective to repair and maintain. <br />The proposed foam roofing system is comprised of a seamless layer of rigid polyurethane foam <br />covered with two coats of protective silicone coating with granules. The completed roof system <br />provides durable and effective insulation with superior protection against all weather conditions. <br />The replacement roof will include a 10-year warranty and should protect the Corbin Center facility <br />for 25 years. <br />On January 17, 2012, the City Council awarded a contract to Cook Coatings, Inc for the Corbin <br />Center re-roofing job. However, it was determined that the warranty offered only covered <br />materials and not labor. The Facilities Maintenance Superintendent and Parks, Recreation and <br />Community Services staff concluded it was in the City's best interest to reject all bids, clarify the <br />warranty provision, and re-bid the project. <br />The Corbin Center facility houses a pre-school program classroom and office space for non-profit <br />organizations who service the surrounding community. Re-roofing the facility will reduce <br />maintenance costs, eliminate future program interruptions related to the repair of the roof and <br />address the needs of the community. <br />22C-1
