Chapter 3 Findings Regarding ProjectAiternathres Attachment "A° <br />Station and associated pipelines through the parking would create significant confusion and safety <br />issues for the public. Therefore, this alternative is rejected as infeasible because it would <br />substantially interfere with and disrupt the medical and retail uses at this location. Further, unlike the <br />proposed Project site where the City has an existing sewer easement, construction at this location <br />would require the City to acquire private property to provide easements for proposed sewer lines. <br />Finally, construction of the lift station at this location would replace currently developed, useable <br />land, in contrast to the proposed Project site, which is vacant and undeveloped. <br />3.4.6 Alternative Site Location No. 4 (Alternative Site No. 4) <br />3.4.6.1 Summary of Alternative Site No. 4 <br />Alternative Site Location Number 4 (Alternative Site No. 4) would involve the construction of a <br />replacement lift station in an undeveloped field located behind 2402 South Bristol Street instead of at <br />the proposed Project site. Alternative Site No. 4 is located approximately 0.45 -mile northwest of the <br />proposed Project site. The location of Alternative Site No. 4 is depicted on Final EIR Figure 5 -1. <br />The lift station that would be constructed at Alternative Site No. 4 would include a similar above- <br />ground block structure as the proposed Project. In addition, the lift station at Alternative Site No. 4 <br />would feature similar equipment and appurtenances as the proposed Project. This alternative would <br />construct 108 percent more underground sewer conveyance infrastructure than the proposed Project, <br />and it is anticipated that Construction Phase 11 would be increased by an additional 61 work days <br />(approximately 12 weeks) as compared to the proposed Project. The construction schedule for this <br />alternative would otherwise be similar to the proposed Project. <br />This alternative would not require construction activities within the South Bristol Street/West <br />Segerstrom Avenue intersection or beneath the existing paved right -of -way of West Segerstrom <br />Avenue (east of South Bristol Street). Therefore, this alternative would not require the <br />implementation of Construction Configurations B.1, B.2, C.1, or C.2. However, this alternative <br />would require the installation of new sewer facilities beneath the existing paved right -of -way of <br />South Bristol Street that are not proposed as part of the Project (i.e., to the north of the existing <br />Segerstrom Lift Station). Due to existing utility constraints beneath South Bristol Street, portions of <br />this roadway would need to be closed to accommodate construction associated with this alternative. <br />Specifically, this segment of South Bristol Street contains a 20 -inch OCSD trunk sewer, a 36 -inch <br />MWD pipeline, a 16 -inch water main, and a SCE/MCI Duct Bank. These utilities would require <br />special support during construction of the new 18 -inch sewer, as the new sewer line would need to be <br />installed at a depth of approximately 16 feet. Construction along this segment of South Bristol Street <br />likely would require supporting the utilities using trench boxes or shields, which in turn would <br />require a larger area of closure along South Bristol Street during construction. Implementation of this <br />alternative would otherwise be similar to the proposed Project during construction conditions. <br />Development of a lift station at Alternative Site No. 4 also would require the City to acquire private <br />property to implement a temporary construction easement, accommodate the proposed lift station, <br />and provide easements for proposed sewer lines, as the proposed lift station would be constructed in <br />an undeveloped field located behind 2402 South Bristol Street. <br />3.4.6.2 Summary Comparison of Environmental Effects <br />The environmental effects of constructing the proposed lift station at Alternative Site No. 4 in <br />comparison to the proposed Project site are shown in Final EIR Table 5 -1 and described in detail in <br />San Lorenzo Lift Station EIR (Project No. 06 -3510) <br />CEQA Findings of Fact /Statement of Overriding Considerations <br />55A -51 <br />3 -12 <br />
