Annually after the conclusion of each fiscal year and consideration <br /> <br /> of the audited financial statements for that year, and after consideration of the <br /> Authority's financial needs, the Board of Directors in its sole discretion shall determine <br /> <br /> whether sufficient unencumbered funds from that fiscal year are available for additional <br /> <br /> services or resources to Structural Fire Fund members.
