• RESOLUTION NO. 2012-001 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING THE ENVIRONMENTAL <br />IMPACT REPORT FOR THE SAN LORENZO SEWER LIFT <br />STATION PROJECT, ADOPTING CERTAIN FACTS, <br />FINDINGS AND A STATEMENT OF OVERRIDING <br />CONSIDERATIONS, AND ADOPTING A MITIGATION <br />MONITORING AND REPORTING PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines, <br />and declares as follows: <br />A. In compliance with the California Environmental Quality Act (CEQA) <br />(Public Resources Code § 21000 et seq.) and Title XIV, California Code of <br />Regulations, Section 15000 et. seq. (CEQA Guidelines), the City of Santa <br />Ana has prepared an Environmental Impact Report (EIR) to analyze the <br />environmental impacts of the San Lorenzo Sewer Lift Station Project <br />(Project No. 06-3510), which would upgrade and replace an existing <br />• sewer lift station located generally near the intersection of South Bristol <br />Street and West Segerstrom Avenue. <br />B. In compliance with CEQA and CEQA Guidelines Sections 15063 and <br />15082, the City prepared an Initial Study and Notice of Preparation (NOP) <br />of a Draft Environmental Impact Report (EIR), which was distributed to the <br />Office of Planning and Research, all responsible and trustee agencies and <br />other interested parties on April 12, 2010. <br />C. In compliance with CEQA and CEQA Guidelines Sections 15087, the City <br />provided public notice of the availability of the Draft EIR and sent a notice <br />of completion to the Office of Planning and Research on July 14, 2010, <br />which began a 44-day review period, ending on August 27, 2010. On <br />August 30, 2010, the City extended the review period for an additional 14 <br />days, until September 10, 2010, for a total review period of 58 days. <br />D. In compliance with CEQA and CEQA Guidelines Section 15088.5, <br />following the City's review of public comment letters received on the Draft <br />EIR and previously prepared (but never certified) Final EIR, the City <br />determined a need to incorporate substantive revisions to the Draft EIR, <br />thereby necessitating a re-circulation of the Draft EIR for public review. <br />Accordingly, the City prepared a Recirculated Draft EIR (RDEIR) and sent <br />a notice of completion to the Office of Planning and Research on <br />September 14, 2011 and provided notice of the availability of the RDEIR <br />• <br />Resolution No. 2012-001 <br />Page 1 of 4
