as required by CEQA Guidelines Section 15087, which began a 47-day <br />public review period for the RDEIR that concluded on October 31, 2011. <br />E. The City prepared a Final EIR, which includes all comments and <br />recommendations received on the RDEIR, a list of persons, organizations, <br />and public agencies commenting on the RDEIR, the City's written <br />responses to significant environmental points raised in the review and <br />consultation process, and the RDEIR and associated technical <br />appendices. <br />F. The City provided written responses to all agencies and members of the <br />public commenting on the Draft EIR at least ten (10) days prior to <br />certification of the EIR. <br />G. The City Council of the City of Santa Ana fully considered this matter, and <br />all public testimony, written and oral, at its regularly scheduled meeting of <br />February 21, 2012 <br />H. The City has prepared Findings of Fact in compliance with Public <br />Resources Code Sections 21081 and 21081.5 and CEQA Guidelines <br />Section 15091 for every significant impact of the San Lorenzo Sewer Lift <br />Station Project, including an explanation of the rationale for each finding. <br />1. The San Lorenzo Sewer Lift Station Project will have one significant <br />transportation/traffic impact that cannot be mitigated to below the level of <br />significance. <br />J. The City has prepared a Statement of Overriding Considerations in <br />compliance with Public Resources Code Sections 21081 and CEQA <br />Guidelines Section 15093, which finds that specific economic, legal, social, <br />technological or other benefits of the San Lorenzo Sewer Lift Station <br />Project outweigh the significant and unavoidable impact identified in the <br />EIR. <br />K. The City has prepared a Mitigation, Monitoring and Reporting Program <br />(MMRP) in compliance with Public Resources Code Sections 21081.6 and <br />CEQA Guidelines Section 15087 to ensure compliance with the mitigation <br />measures identified in the EIR during project construction, implementation <br />and operation. <br />L. All attached documents, including the Final EIR, the MMRP, the findings <br />and statement of overriding considerations, the Request for Council Action <br />dated February 21, 2012, and the record of proceedings are incorporated <br />herein by this reference as though fully set forth. <br />Section 2. The City Council of the City of Santa Ana further finds, determines, <br />and declares as follows: <br />A.
