Chapter 3 Findings Regarding Pro/ectAlfemothres Attachment "A" <br />• Alternative Site No. 15 would be located in the parking lot of an existing commercial <br />complex (located at the southeast corner of the intersection of South Bristol Street and West <br />Warner Avenue). <br />• Alternative Site No. 16 would be located within Carl Thornton Park (1801 West Segerstrom <br />Avenue). <br />• Alternative Site No. 17 would be located in the parking lot of an existing commercial <br />complex (approximately 3200 South Bristol Street). <br />• Alternative Site No. 18 would be located in the parking lot of an existing commercial center <br />(approximately 3300 South Bristol Street). <br />• Alternative No. 19 would be located in the parking lot of an existing commercial center <br />(approximately 3301-3365 South Bristol Street. <br />These alternatives were selected to foster meaningful public participation and informed decision- <br />making. Among the factors that were taken into account when considering the potential feasibility of <br />alternatives (as described in CEQA Guidelines Section 15126.6[f][1]) were site suitability, <br />environmental impacts, economic viability, availability of infrastructure, regulatory limitations, <br />jurisdictional boundaries, and attainment of the Project's objectives. As stated in Section <br />15126.6(f)(3) of the CEQA Guidelines, an EIR need not consider an alternative whose effects could <br />not be reasonably ascertained or whose implementation is remote and speculative. Additionally, an <br />EIR need not consider an alternative that would not achieve most of the basic project objectives or <br />that is infeasible. (CEQA Guidelines Section 15126.6[a].) An EIR also need not consider every <br />conceivable alternative to a project; the range of alternatives is governed by the rule of reason. (ld.) <br />The analysis in the EIR includes sufficient information about each alternative to provide meaningful <br />evaluation, analysis, and comparison with the Proposed Project. <br />3.4 Project Alternative Findings <br />The Lead Agency's findings on each alternative and the rationale behind each finding are set forth <br />below. <br />3.4.1 No Project Alternative <br />3.4.1.1 Summary of the No Project Alternative <br />The No Project Alternative is included in the EIR Alternatives analysis (Section 5.4.1) as required <br />pursuant to CEQA Guidelines Section 15126.6(e). The CEQA Guidelines require evaluation of an <br />alternative that considers what would reasonably be expected to occur on the property in the <br />foreseeable future if the Project were not approved, based on current plans and consistent with <br />available infrastructure and community services. The No Project Alternative therefore assumes that <br />the Proposed Project is not approved and the existing Segerstrom Lift Station facility located beneath <br />South Bristol Street would continue operating into the foreseeable future. Construction of a new lift <br />station facility, new underground sewer infrastructure, and sewer manholes and appurtenances <br />associated with a new lift station would not occur under this alternative. The existing lift station <br />facility beneath South Bristol Street would not be demolished under this alternative and would <br />continue operating.
