Chapter 3 Findings Regarding ProjectANemathfes Attachment 'A' <br />• between the hours of 2:30 p.m. and 6:45 p.m. (Monday through Friday); in fact, impacts to this <br />intersection would slightly increase under this alternative. Further, implementation of the proposed <br />lift station at Alternative Site No. 6 would result in the elimination of approximately 14 parking <br />spaces during near-term construction, and six parking spaces under long-term operating conditions, <br />which would result in deficiency in parking by 13 spaces and five spaces under near- and long-term <br />conditions, respectively. <br />Because this alternative would result in inadequate parking capacity at an existing commercial center <br />during construction, it would substantially interfere with and disrupt the existing commercial center <br />that utilizes the parking lot, as well as fail to meet the Project's objective of avoiding detrimental <br />effects to existing businesses. Further, unlike the proposed Project site where the City has an <br />existing sewer easement, construction at this location would require the City to acquire private <br />property to provide easements for proposed sewer lines. Finally, construction of the lift station at <br />this location would replace currently developed, useable land, in contrast to the proposed Project site, <br />which is vacant and undeveloped. Based on these considerations, the City rejects Alternative Site No. <br />5 as infeasible and finds that it would not avoid or substantially lessen any significant effects of the <br />Project. (CEQA Guidelines Section 15126.6(b).) <br />3.4.9 Alternative Site Location No. 7 (Alternative Site No. 7) <br />3.4.9.1 Summary of Alternative Site No. 7 <br />Alternative Site Location Number 7 (Alternative Site No. 7) would involve the construction of a <br />replacement lift station in the northeast portion of a parking lot of an existing commercial center <br />• located at 2840 South Bristol Street in lieu of the proposed Project site. It should be noted that <br />Alternative Site No. 7 would occur in the same parking lot described above for Alternative Site No. 6. <br />Alternative Site No. 7 is located approximately 0.10-mile northwest of the proposed Project site. The <br />location of Alternative Site No. 7 is depicted on Final EIR Figure 5-1. <br />The lift station that would be constructed at Alternative Site No. 7 would include a similar above- <br />ground block structure as the proposed Project. In addition, the lift station at Alternative Site No. 7 <br />would feature similar equipment and appurtenances as the proposed Project. This alternative would <br />require the installation and operation of approximately 77 percent less underground sewer <br />conveyance infrastructure than the proposed Project and it is anticipated that the duration of <br />Construction Phase 11 would be decreased by eight (8) work days (approximately 1.5 weeks) as <br />compared to the proposed Project. The construction schedule for this alternative would otherwise be <br />similar to the proposed Project. <br />This alternative would not require construction activities within the South Bristol Street/West <br />Segerstrom Avenue intersection or beneath the existing paved right-of-way of West Segerstrom <br />Avenue (east of South Bristol Street). Therefore, this alternative would not require the <br />implementation of Construction Configuration C.2. In addition, this alternative would not require <br />implementation of Construction Configurations B.1, B.2, and C.1. However, this alternative would <br />require the installation of new sewer facilities beneath the existing paved right-of-way of South <br />Bristol Street that are not proposed as part of the Project (i.e., to the north of the existing Segerstrom <br />Lift Station). Specifically, this segment of South Bristol Street contains a 20-inch OCSD trunk sewer, <br />a 36-inch MWD pipeline, a 16-inch water main, and a SCE/MCI Duct Bank. These utilities would <br />require special support during construction of the new 18-inch sewer, as the new sewer line would <br />. need to be installed at a depth of approximately 16 feet.
