Chapter 3 Findings Regarding ProjectAltematNes Attachment "A" <br />3.4.8 Alternative Site Location No. 6 (Alternative Site No. 6) <br />3.4.8.1 Summary of Alternative Site No. 6 <br />Alternative Site Location Number 6 (Alternative Site No. 6) would involve the construction of a <br />replacement lift station in the southern portion of a parking lot of an existing commercial center <br />located at 2840 South Bristol Street instead of the proposed Project site. Alternative Site No. 6 is <br />located approximately 0.15-mile west of the proposed Project site, northwesterly of the South Bristol <br />Street/West Segerstrom Avenue intersection. The location of Alternative Site No. 6 is depicted on <br />Final EIR Figure 5-l. <br />The lift station that would be constructed at Alternative Site No. 6 would include a similar above- <br />ground block structure as the proposed Project. In addition, the lift station at Alternative Site No. 6 <br />would feature similar equipment and appurtenances as the proposed Project. This alternative would <br />require the construction of 46 percent less underground sewer conveyance infrastructure than the <br />proposed Project. As a result, it is anticipated that the duration of Construction Phase 11 would be <br />decreased as compared to the Project. The new sewer lines required in support of this alternative <br />would be constructed within the alignments of West Segerstrom Avenue (westerly of South Bristol <br />Street), and within South Bristol Street (northerly of West Segerstrom Avenue), and would require <br />the construction of a manhole within the intersection of these two roadways (thereby necessitating <br />implementation of traffic control in a manner similar to Construction Configuration C.2). <br />Development of a lift station at Alternative Site No. 6 also would require the City to acquire private <br />property to implement a temporary construction easement, accommodate the proposed lift station, <br />and provide easements for proposed sewer lines. <br />3.4.8.2 Summary Comparison of Environmental Effects <br />As summarized in Final EIR Table 5-1 and described in detail in RDEIR Section 5.4.8, relocating the <br />proposed lift station to Alternative Site No. 6 would slightly increase the duration of the Project's <br />near-term significant and unavoidable construction-related impact at the intersection of South Bristol <br />Street and West Segerstrom Avenue, which would occur between the hours of 7:15 a.m. and 8:00 <br />a.m. and between the hours of 2:30 p.m. and 6:45 p.m. (Monday through Friday). In addition, <br />development of a lift station at Alternative Site No. 6 would create new, significant near- and long- <br />term impacts to transportation/traffic due to inadequate parking capacity. Near-term air quality <br />impacts would be slightly reduced under this alternative due to a shorter duration of construction, and <br />long-term odor impacts would be slightly reduced due to a slight increase in the distance to the <br />nearest sensitive receptor. Near-term hydrology and water quality impacts also would be slightly <br />reduced due to a smaller area of disturbance. Non-odor related impacts related to air <br />quality/greenhouse gas emissions (long-term), impacts to noise, and impacts to utilities and service <br />systems would be similar to the proposed Project. <br />3.4.8.3 Finding and Rationale for Alternative Site No. 6 <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make Alternative Site No. 6 infeasible. <br />Specifically, Alternative Site No. 6 would not avoid or substantially lessen the Project's near-term <br />significant and unavoidable construction-related impact at the intersection of South Bristol Street and <br />West Segerstrom Avenue, which would occur between the hours of 7:15 a.m. and 8:00 a.m. and <br />San Lorenzo Lift Station EIR (Project No. 06-3510) 3-15 <br />CEQA Findings of Fact/Statement of Overriding Considerations
