SD 43 does not contain any specific standards allowing the use of tandem <br />parking within the project area. The applicant proposes to have 54% of the parking stalls designed as <br />tandem spaces. The project that was previously approved on the site, Geneva Commons, was <br />designed with 11 % tandem parking, which was permitted through a variance to the parking standards. <br />Both the Nexus Towers and the Lyon Properties project also included a percentage of tandem parking, <br />however the existing multi - family project to the west, the Pinnacle Apartments, contains no tandem <br />parking and was developed pursuant to the existing zoning. As proposed, the applicant is requesting <br />an amendment to SD 43 that would allow for tandem parking up to 54% of total parking. There has been a trend toward increasing the <br />percentage of tandem parking allowed for projects recently approved in this area. Staffs research has <br />found that tandem parking can be successful if it is only used for one - bedroom apartments and if the <br />stall is assigned to a specific unit. In addition, the apartment property manager must be experienced <br />with managing tandem stalls, have a detailed parking management plan and actively enforce the use of <br />the tandem stalls rather than allowing the second car to use guest stalls.
