ZOA No. 2012 -01, DA No. 2004 -03, <br />VTTM No. 2012 -01, and SPR No. 2012 -01 <br />February 13, 2012 <br />Page 12 <br />Finally, the contacts for this Neighborhood Association were notified by mail 10 days prior to this <br />public hearing. <br />Further, through the California Environmental Quality Act process, the neighborhood contacts, as well <br />as adjacent properties and public agencies were notified of the release of Mitigated Negative <br />Declaration (MND) prepared for the project and invited to provide comments. The notice identified the <br />environmental process, availability of documents and contact information. <br />The project site itself was posted with two notices advertising this public hearing, a notice was <br />published in the Orange County Reporter and mailed notices were sent to all property owners within <br />500 feet of the project site, as well as concerned citizens listed on the Permanent Notification List. <br />The City received written comments on the MND, which are contained within the Final MND, and <br />was also contacted by the MacArthur Place Business Association requesting that the applicant <br />contact them to comply with the CC &R's requiring that the project be brought before the Association <br />for architectural review. At the time of this printing, no additional correspondence, either written or <br />electronic, had been received from any members of the public. <br />CEQA Analysis <br />As part of the City's permitting process, the proposed project is required to undergo an environmental <br />review in accordance with the California Environmental Quality Act (CEQA). In accordance with the <br />CEQA, the recommended actions have been reviewed through a Mitigated Negative Declaration <br />(MND), Environmental Review No. 2010 -46. Section 15063 of the State CEQA Guidelines and <br />Sections 15070 -15075 of Article 6 guide the process for the preparation of a mitigated negative <br />declaration. <br />This MND, as required by CEQA, contains 1) a project description; 2) a description of the <br />environmental setting, potential environmental impacts, mitigation measures for any significant effects, <br />and consistency with plans and policies; and 3) names of preparers. The mitigation measures included <br />in this IS /MND are designed to reduce or eliminate the potentially significant environmental impacts <br />described herein. The scope of the MND evaluates the proposed project's effects on the following <br />resource topics: <br />• aesthetics <br />• agriculture and forestry resources <br />• air quality <br />• biological resources <br />• cultural resources <br />• geology /soils <br />• greenhouse gas emissions <br />75A -18 <br />
