Zoning Policies and Practices: City will contract with Fair Housing Council of Orange <br />County to provide a variety of fair housing services. The City will also consider <br />undertaking a review of land use and zoning regulations to identify practices and <br />procedures that act as barriers to the development, siting and the use of housing for <br />individuals with disabilities. The Al recommends that the City craft a reasonable <br />accommodation ordinance that allows for consideration of reasonable modifications to <br />building codes, land use, zoning, and permitting processes to allow people with <br />disabilities to fully use housing. <br />6. To address local impediments, the City will consider implementing the following: <br />¦ Implement the Uniform Building Code in new and major rehabilitation projects <br />¦ Amend the City's zoning code to address the requirements of Government Code <br />Section 65583(a)(5)7 <br />¦ The City will consider creating a reasonable accommodation ordinance that includes <br />a local definition of disability <br />¦ The City will evaluate the feasibility of visitability and universal design concepts for <br />incorporation into the Municipal Code .8 <br />STRATEGY IMPLEMENTATION <br />HUD requires that the City reevaluate how the additional strategies outlined in the <br />Consolidated Plan will be addressed `during the Program Year. <br />OBSTACLES TO MEETING UNDERSERVED NEEDS <br />The City of Santa Ana will undertake many activities aimed at addressing the needs of the <br />community's underserved. The underserved include the elderly, disabled, youth, homeless, <br />and very low-income households. In order to serve these populations, the City will focus <br />limited resources toward upgrading existing housing units and expanding the number of <br />affordable housing units for both owners and renters. Housing rehabilitation and <br />acquisition/development of new rental housing units are examples of activities slated for <br />implementation during the 2012-2013 Program Year although these efforts will be severely <br />limited due to the loss of redevelopment funding. Additionally, the City will use American <br />State code requires that the City identify a zone(s) where year-round emergency shelters are permitted <br />without a conditional use permit or other discretionary permit. Designated zone(s) must have adequate <br />capacity to accommodate the unmet emergency shelter need of local homeless. <br />8 Per the City's Al, "visitability" refers to housing designed to be lived in by people who have trouble with steps <br />or who use wheelchairs or walkers. A house is visitable when it meets three requirements: one zero-step <br />entrance, door with 32 inches of clear passage space, and one bedroom on the mail floor accessible by a <br />wheelchair. <br />2012-2013 ANNUAL ACTION PLAN 30 DRAFT 04/08/2012 <br />29B-37
