2010/11-2014-15 CITY OF SANTA ANA CONSOLIDATED PLAN 2012/13 <br />I ACTION PLAN <br />¦ Affordable housing programs including rehabilitation, rental assistance, and creation of <br />new affordable housing units (via new construction or acquisition/rehabilitation). <br />¦ Homeless assistance including outreach, prevention activities, emergency shelter, <br />transitional housing, and rapid re-housing/permanent housing opportunities. Support <br />services will be blended with these activities. <br />¦ Public safety to prevent criminals from victimizing the poor (e.g., gang enforcement <br />services). <br />¦ Public facility improvements to improve the overall infrastructure of the City, but more <br />specifically to eliminate public improvements/infrastructure that negatively impact <br />residential neighborhoods. <br />¦ Job training, job-search skills and job placement to provide those living in poverty with <br />employment opportunities that pay higher wages, <br />¦ Youth recreation and diversion services which' provide youth living; in poverty with <br />alternatives to gang and crime activities. <br />¦ The Housing Authority will continue to implement' the Family Self-Sufficiency (FSS) <br />program, which will provide rental assistance, life skills training and referrals to <br />employment training for program participants. <br />As indicated above, pending reductions in 'HUD and local redevelopment funds will impede <br />the implementation of :affordable housing activities. These same resources were also <br />identified by the City as the funding sourcefor several of the activities aimed at reducing <br />poverty in the City. As with housing programs, the City will need to reevaluate which of the <br />planned activities aimed at reducing poverty.in the community are still viable and/or which <br />will be scaled back due to budget cuts. <br />DEVELOPMENT OF INSTITUTIONAL STRUCTURES <br />In light of reductions/elimination of the primary sources of funding that support the City's <br />Consolidated Plan strategic plan, the City increase efforts to develop institutional structures <br />and enhance coordination between public and private housing and social service agencies, <br />and foster assisted, housing improvements and resident initiatives. <br />The City will continue to utilize a network of referrals, contacts and partnerships to <br />implement the strategies outlined in the Consolidated Plan. The City's Workforce <br />Investment Board will work closely with local businesses to identify their workforce needs. <br />The "One Stop" center will assist current and former welfare recipients obtain training and <br />gainful employment.
