Additionally, Willdan will provide a single point of contact for <br />each jurisdiction through which they may receive planning related information throughout <br />the planning phase. <br />4. Mid- Project Review. Willdan will coordinate, facilitate, and conduct a mid-project review <br />during the planning phase. The purpose of this meeting will be to review the project's <br />progress, identify areas for improvement, and provide each stakeholder project manager <br />with a status of their jurisdictional plans. Willdan will be responsible for providing all <br />required planning materials in support of this planning event. <br />5. Draft jurisdictional COOP plans delivered for review. Willdan will draft 22 jurisdictional <br />and two SDP COOP plans for review in accordance with the guidance provided in <br />FEMA Preparedness Circular- 65. The jurisdictional plans will include each city's <br />departmental COOP and an overarching city COOP. Each stakeholder project manager <br />will be afforded 14 days to review their respective plan and provide changes/comments <br />back to Willdan. Willdan will be responsible for providing the personnel and materials <br />necessary for each COOP development. <br />6. Pandemic Influenza Annex. Willdan will draft 27 jurisdictional and two SDP Pandemic <br />Influenza Annexes. The Pandemic Influenza Annex will be developed to bridge the gap <br />between current continuity capabilities and potentially more long-term requirements <br />associated with a pandemic. The Annex will emphasize capabilities and strategies to allow <br />cities to mitigate effects of a pandemic through the following strategies: <br />• Ongoing monitoring of the situation through established international and federal <br />health organizations <br />• Development of a city-level business impact as the situation becomes more severe <br />• Social distancing, including telework <br />• Increase infections control precautions/hygiene <br />• Vaccination recommendations <br />• Stakeholder engagement <br />7. Develop Continuity Training Scenarios. The foundation of preparedness is built on <br />ensuring employees are trained on roles and responsibilities; testing plan elements, and <br />exercising the current plan and capabilities. Willdan will develop a series of trainings that <br />cities can use at their convenience to further train staff and subsequently refine their plans. <br />These tools help cities continue and grow their continuity program. The trainings will <br />include: <br />Localized Emergency Requiring Relocation to Alternate Facilities (e.g., <br />structural, fire, water damage, etc.). <br />Widespread or Catastrophic Emergency Requiring Relocation to Alternate <br />Facilities (e.g. earthquake, widespread power outage, toxic chemical spill, <br />terrorist act, etc.) <br />Widespread Emergency NOT Requiring Relocation to Alternate Facilities <br />(e.g., major disease outbreak, pandemic influenza) <br />Total Cost Phase I: $620,478.00 <br />Page 2 of I 1
