This business is not appropriate for this location. <br />The City is allowing the applicant to classify their business as "Industrial" when it is clearly a retail operation. It is a <br />"Contractor's Warehouse" and it is open to the public. The City is even requiring the applicant to provide shopping cart <br />containment. Industrial users do not require shopping carts for their operations. The applicant should be required to adhere <br />to the parking requirements of a retail operation. <br />This business will undoubtedly attract an army of day laborers. Neither the applicant nor the City have made any provisions <br />to accommodate this influx. The City's conditions require the applicant to put up a "no loitering" sign. That is the total <br />mitigation required - that is inadequate. The City and the applicant know that that will have little, if any, effect on those <br />seeking work. There is no mitigation for restrooms, trash or traffic obstruction the day laborers will cause on Fourth St. The <br />City could be held liable for traffic accidents and pedestrian/vehicle accidents. <br />I have submitted a separate email letter to the Council which is supported by neighboring businesses and residents who are in <br />opposition to the applicants request for reduced parking requirements. The letter spells out the inadequacy of the applicant's <br />parking and loading zone plan and the burden and detrimental effect that the inadequate parking allowance will have on our <br />neighborhood. <br />This property and location is not suited to the applicants intended business. It is like trying to stuff 10 lbs. of "building <br />material" into a 5 lb. bag.
