g[one Mission. Yours. <br />Description of Change: <br />i. 1. Background <br />CHANGE ORDER REQUEST <br />During the California State Interoperability Executive Committee (Cal SIEC), Southern Planning Area <br />(SPA) Interoperable Communications Phase II Project, Willdan Homeland Solutions was contracted <br />to develop interoperable communications training courses. Seven standardized Interoperable <br />Communications Courses were created including basic courses for law and law dispatch, fire and fire <br />dispatch, non-public safety radio users, an advanced interoperable communications course, and an <br />instructor course. <br />A.1.1 Purpose <br />The tasks outlined within the SPA III Scope of Work are to conduct Instructor Led Courses (ILC) for <br />the interoperable communications training courses that were originally developed during SPA II. The <br />SPA III contract allows for three ILC offerings of each training course. Due to each course having a <br />maximum of 30 participants (total of 540), the number of responders that would be trained is severely <br />limited. Willdan Homeland Solutions will convert six of the seven interoperable training courses to <br />Web Based Training Courses in order to allow for the participation of approximately five thousand <br />(5,000) radio users. This would also enable personnel in the more rural counties to take advantage of <br />the same high standard of training without the necessity to travel long distances. The strategy behind <br />converting the courses to Web Based Training could also provide additional opportunities for training <br />literally thousands more participants. <br />II. 2. Benefits of Web Based Training <br />Web Based Training is an innovative approach to distance learning transforming computer based <br />training utilizing the technologies and methodologies of the World Wide Web, the Internet, and <br />intranets. Web Based Training offers live content that is learner centered, engaging, and allows user <br />control of learning. The training accommodates individual learning styles with a high level of <br />interactivity. The courses are structured to allow self-directed, self -paced instruction and helps users <br />apply learning directly to their job. <br />Web Based Training also has incentives for the agency utilizing the training courses. The courses are <br />flexible and can be presented at any time of day or night, which eliminates the related costs and need <br />for travel. The courses are delivered easily, provide consistency in delivery methods, and can be <br />conducted individually or to groups, such as in briefings. Web Based Training utilizes a Learning <br />Management System which will record student data, scores, and usage statistics and provide <br />documentation of an individual's course completion. <br />iii.3. Scope of Work <br />Willdan proposes that the basic discipline -oriented courses and the advanced course be converted to <br />Web Based Training, and that the instructor course remain as an instructor led course. These <br />courses were designed to be Instructor Led Training and stand as courses that can be taught by <br />Willdan Homeland Solutions instructors, or by agency instructors that have taken the Interoperable <br />Communications Instructor Certification Course.
