Background CHANGE ORDER REQUEST During the California State Interoperability Executive Committee (Cal SIEC), Southern Planning Area (SPA) Interoperable Communications Phase II Project, Willdan Homeland Solutions was contracted to develop interoperable communications training courses. Seven standardized Interoperable Communications Courses were created including basic courses for law and law dispatch, fire and fire dispatch, non-public safety radio users, an advanced interoperable communications course, and an instructor course. A.1.1 Purpose The tasks outlined within the SPA III Scope of Work are to conduct Instructor Led Courses (ILC) for the interoperable communications training courses that were originally developed during SPA II. The SPA III contract allows for three ILC offerings of each training course. Due to each course having a maximum of 30 participants (total of 540), the number of responders that would be trained is severely limited. Willdan Homeland Solutions will convert six of the seven interoperable training courses to Web Based Training Courses in order to allow for the participation of approximately five thousand (5,000) radio users. This would also enable personnel in the more rural counties to take advantage of the same high standard of training without the necessity to travel long distances. The strategy behind converting the courses to Web Based Training could also provide additional opportunities for training literally thousands more participants. II. 2. Benefits of Web Based Training Web Based Training is an innovative approach to distance learning transforming computer based training utilizing the technologies and methodologies of the World Wide Web, the Internet, and intranets. Web Based Training offers live content that is learner centered, engaging, and allows user control of learning. The training accommodates individual learning styles with a high level of interactivity. The courses are structured to allow self-directed, self -paced instruction and helps users apply learning directly to their job. Web Based Training also has incentives for the agency utilizing the training courses. The courses are flexible and can be presented at any time of day or night, which eliminates the related costs and need for travel. The courses are delivered easily, provide consistency in delivery methods, and can be conducted individually or to groups, such as in briefings. Web Based Training utilizes a Learning Management System which will record student data, scores, and usage statistics and provide documentation of an individual's course completion. iii.3. Scope of Work Willdan proposes that the basic discipline -oriented courses and the advanced course be converted to Web Based Training, and that the instructor course remain as an instructor led course. These courses were designed to be Instructor Led Training and stand as courses that can be taught by Willdan Homeland Solutions instructors, or by agency instructors that have taken the Interoperable Communications Instructor Certification Course.
