The courses are in the process of being evaluated by the California State Fire Marshall for non -career certification. The Web Based Training Courses will be submitted to these entities for approval as well. The courses will allow for learner control, which involves giving individuals a certain degree of control over the training, such as allowing employees to progress through the training at their own pace. Studies have shown that individuals that have control over their learning environment may be more cognitively engaged, because they focus on information that is relevant and interesting to them. As a result, they often experience more positive reactions to the training and process the information more thoroughly and deeply, thereby increasing retention. These positive reactions aid in keeping trainees motivated, as well as implementing the training in the workplace. Additionally, the individual is more likely to have more motivation to apply the learned behaviors or knowledge on the job and be more confident in doing so'. A. 3.1 Proposed Interoperable Communications Courses Willdan proposes the following Interoperable Communications Basic Courses be developed into Web Based Training courses: 1. Interoperable Communications Law Enforcement User Course (Basic) 2. Interoperable Communications Course, Basic, Law Communications 3. Interoperable Communications Course, Basic, Fire Services 4. Interoperable Communications Course, Basic, Fire Communications 5. Interoperable Communications Course, Basic, Non -Public Safety 6. Interoperable Communications Course, Advanced, Multi -discipline The basic courses are designed as four hours in length and the advanced course as a 16 hour course. Due to the immersion learning concept (appealing to all three of our natural learning modalities; feeling, thinking, experience), web based training takes less time. It is estimated these courses will take half the original time for completion without losing any content or detail. B. 3.2 Interoperable Communications Instructor Course An instructor course was developed in order to assemble a cadre of qualified interoperable communications instructors across the Southern Planning Area. Willdan proposes the Instructor Course remain as an Instructor Led Training course. This would not only build a cadre of qualified instructors, but these instructors could serve as subject matter experts for the public safety agencies and would position personnel to be trained as Communications Unit Leaders. Willdan will provide experienced and professional staff to facilitate the instructor course to support the training and exercise goals and objectives for the SPA and the respective Operational Areas.
