Yours. <br />��` CHANGE ORDER REQUEST <br />M <br />Officer Standards and Training (P.O.S.T) and the Department of Homeland Security for certification, <br />and were approved as courses eligible for continued professional training hours and for use with <br />federal grant funding. The courses are in the process of being evaluated by the California State Fire <br />Marshall for non -career certification. The Web Based Training Courses will be submitted to these <br />entities for approval as well. <br />The courses will allow for learner control, which involves giving individuals a certain degree of control <br />over the training, such as allowing employees to progress through the training at their own pace. <br />Studies have shown that individuals that have control over their learning environment may be more <br />cognitively engaged, because they focus on information that is relevant and interesting to them. As a <br />result, they often experience more positive reactions to the training and process the information more <br />thoroughly and deeply, thereby increasing retention. These positive reactions aid in keeping trainees <br />motivated, as well as implementing the training in the workplace. Additionally, the individual is more <br />likely to have more motivation to apply the learned behaviors or knowledge on the job and be more <br />confident in doing so'. <br />A. 3.1 Proposed Interoperable Communications Courses <br />Willdan proposes the following Interoperable Communications Basic Courses be developed into Web <br />Based Training courses: <br />1. Interoperable Communications Law Enforcement User Course (Basic) <br />2. Interoperable Communications Course, Basic, Law Communications <br />3. Interoperable Communications Course, Basic, Fire Services <br />4. Interoperable Communications Course, Basic, Fire Communications <br />5. Interoperable Communications Course, Basic, Non -Public Safety <br />6. Interoperable Communications Course, Advanced, Multi -discipline <br />The basic courses are designed as four hours in length and the advanced course as a 16 hour <br />course. Due to the immersion learning concept (appealing to all three of our natural learning <br />modalities; feeling, thinking, experience), web based training takes less time. It is estimated these <br />courses will take half the original time for completion without losing any content or detail. <br />B. 3.2 Interoperable Communications Instructor Course <br />An instructor course was developed in order to assemble a cadre of qualified interoperable <br />communications instructors across the Southern Planning Area. Willdan proposes the Instructor <br />Course remain as an Instructor Led Training course. This would not only build a cadre of qualified <br />instructors, but these instructors could serve as subject matter experts for the public safety agencies <br />and would position personnel to be trained as Communications Unit Leaders. Willdan will provide <br />experienced and professional staff to facilitate the instructor course to support the training and <br />exercise goals and objectives for the SPA and the respective Operational Areas. <br />' (Orvis, K., Fisher, S., & Wasserman, M.
