<br />All sex offenders
<br />Based on official arrest records, 517 of
<br />the 9,691 released sex offenders
<br />(5.3 %) were rearrested for a new sex
<br />crime within the first 3 years following
<br />their release (table 21). The new sex
<br />crimes for which these 517 men were
<br />arrested were forcible rapes and sexual
<br />assaults. For virtually all of the 517, the
<br />most serious sex crime for which they
<br />were rearrested was a felony. Their
<br />victims were children and adults. The
<br />study cannot say what percentage
<br />were children and what percentage
<br />were adults because arrest files did not
<br />record the victim's age.
<br />Of the total 9,691 released sex, 3.5%
<br />(339 of the 9,691) were reconvicted for
<br />a sex crime (a forcible rape or a sexual
<br />assault) within 3 years.
<br />Sex offenders compared
<br />to non -sex offenders
<br />The 15 States in this study released a
<br />total of 272,111 prisoners in 1994. The
<br />9,691 released sex offenders made up
<br />less than 4% of that total. Of the
<br />remaining 262,420 non -sex offenders,
<br />3,328 (1.3 %) were rearrested for a new
<br />sex crime within 3 years (not shown in
<br />table). By comparison, the 5.3%
<br />rearrest rate for the 9,691 released sex
<br />offenders was 4 times higher.
<br />Assuming that the 517 sex offenders
<br />who were rearrested for another sex
<br />crime each victimized no more than
<br />one victim, the number of sex crimes
<br />they committed after their prison
<br />release totaled 517. Assuming that the
<br />3,328 non -sex offenders rearrested for
<br />a sex crime after their release also
<br />victimized one victim each, the number
<br />of sex crimes they committed was
<br />3,328. The combined total number of
<br />sex crimes is 3,845 (517 plus 3,328 =
<br />3,845). Released sex offenders
<br />accounted for 13% and released
<br />non -sex offenders accounted for 87%
<br />of the 3,845 sex crimes committed by
<br />all the prisoners released in 1994
<br />(517 / 3,845 = 13% and 3,328 / 3,845
<br />= 87 %).
<br />Rapists and sexual assaulters
<br />Of the 3,115 rapists, 5.0% (155 men)
<br />had a new arrest for a sex crime (either
<br />a sexual assault or another forcible
<br />rape) after being released. Of the 6,576
<br />released sexual assaulters, 5.5% (362
<br />men) were rearrested for a new sex
<br />crime (either a forcible rape or another
<br />sexual assault).
<br />A total of 100 released rapists were
<br />reconvicted for a sex crime. The 100
<br />men were 3.2% of the 3,115 rapists
<br />released in 1994. Among the 6,576
<br />released sexual assaulters, 3.7% (243
<br />men) were reconvicted for a sex crime.
<br />Child molesters and statutory rapists
<br />After their release, 5.1% (221 men) of
<br />the child molesters and 5.0% (22 men)
<br />of the statutory rapists were rearrested -
<br />for a new sex crime (table 22). Not all
<br />of the new sex crimes were against
<br />children. The new sex crimes were
<br />forcible rapes and various types of
<br />sexual assaults.
<br />Following their release, 3.5% (150
<br />men) of the 4,295 released child
<br />molesters were convicted for a new
<br />sex crime against a child or an adult.
<br />The sex crime reconviction rate for the
<br />443 statutory rapists was 3.6% (16
<br />reconvicted men).
