Agreement Award for Street Sweeping Services <br />July 16, 2012 <br />5 of 6 <br />• Relief vehicle requirement. <br />• After-hours emergency response within one hour. <br />• Global positioning system and reports to monitor sweepers. <br />• Monthly customer service logs from the contractor identifying response and action taken. <br />• Maximum cost-of-living adjustment of two percent annually. <br />• City's right to terminate immediately for cause. <br />• Contractor option for termination requiring 180-days written notice prior to termination date <br />requested. <br />Recommendation: <br />The Athens Services team has demonstrated the organizational credentials, resources, and <br />staff experience necessary to meet the City's high level of street sweeping service. The most <br />cost-effective method for contracting street sweeping services is through a multiyear agreement, <br />because of the need to amortize the significant initial start-up investment of equipment and <br />personnel required to provide this service. The initial contract would be for eight years with an <br />option for an eight-year renewal based on contractor performance and cost effectiveness. <br />Based on the information provided in the proposal, interview, and checks and balance <br />provisions, it has been determined that Athens Services will provide the best quality service at <br />minimum cost to the City; therefore, it is recommended that the City Council approve the <br />recommended action. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />25H-5
