D. The Sexlinger Farmhouse and Orchard is rectangular in shape, <br />approximately five acres in size, and includes a 1,350 square foot <br />Craftsman-style farmhouse and a Valencia orange grove of approximately <br />250 trees. The residence was constructed in 1914 by Perry V. Grout, but <br />was sold shortly thereafter to George and Sophia Sexlinger. Members of <br />the Sexlinger family resided in the home until 2006. <br />E. The legal description for the subject property is attached hereto as Exhibit <br />A and, incorporated by this reference as though fully set forth herein. <br />F. The Sexlinger Farmhouse and Orchard qualifies for listing on the Santa <br />Ana Register of Historical Properties and is eligible for categorization as <br />"Key" because it meets the minimum selection criteria of being 50 years or <br />older and further meets the criteria listed under Section 30-2, Criterion 6, <br />pertaining to buildings or structures that were connected with a business <br />or use which was once common, but is now rare. The Sexlinger <br />Farmhouse and Orchard is the last intact orange grove in Santa Ana <br />remaining from the period of time when orange growing was the <br />predominant business and land use in this area. <br />G. The Sexlinger Farmhouse and Orchard shall be listed in the "Key" <br />category based on its compliance with Section 30-2.2(2)(b) which pertains <br />to buildings, structures, objects or sites that are characteristic of a <br />significant period in the history of the city. Orange growing was once a <br />predominant industry and land use in Santa Ana and exemplifies an <br />important period in the City's history. <br />Section 2: In accordance with the California Environmental Quality Act, the <br />recommended actions are exempt from further review under Section 15331, Class 31, <br />which exempts projects limited to the preservation of historic resources in a manner <br />consistent with the Secretary of the Interior's Standards. A Categorical Exemption will <br />be filed for this project. <br />Section 3: The City Council of the City of Santa Ana hereby approves Appeal <br />No. 2012-01, and reverses the Historic Resources Commission's denial of Historic <br />Resources Commission Application No. 2012-01 and Historic Register Categorization <br />No. 2012-01. Consequently, the City Council hereby approves: <br />A. Historic Resources Commission Application No. 2012-01 to place the <br />Sexlinger Farmhouse and Orchard, located at 1584 East Santa Clara <br />Avenue, Santa Ana, on the historical register, and <br />B. Historic Register Categorization No. 2011-03 placing the Sexlinger <br />Farmhouse and Orchard, located at 1584 East Santa Clara Avenue, Santa <br />Ana, within the Key category. <br />Resolution No. 2012-020 <br />Page 2 of 5 <br />
