• Francisco Barragan, commented on success of recent Fourth of July celebration at <br />Centennial Park, supports disestablishment of PBID, Police community office, <br />Sunshine Ordinance; and spoke on need to follow intent and spirit of the law as it <br />relates to Measure D. <br />• Thomas Gordon, noted that the Special Election when voters considered Measure D <br />cost approximately $170,000. <br />• Claudio Gallegos, commented on Councilmember Bustamante's current personal <br />matter; opined that lawsuit on Measure D frivolous and funds used to defend City's <br />position could be used for park improvements or other services. <br />CONSENT CALENDAR ITEMS <br />MOTION: Approve Consent Calendar Items 10A through 25H with the <br />following modifications: <br />• Continue consideration of Item 19D to the August 6, 2012 City Council meeting <br />due to lack of quorum eligible to consider matter; <br />• Councilmembers Martinez and Benavides requested the transcription of their <br />Council Comments from the July 2, 2012 be entered into the Minutes of July <br />16, 2012; Mayor Pro Tern Alvarez requested a copy of the DVD be added to <br />the Minutes; <br />• Continue consideration of Item 25H for 30 days (Item was reconsidered and <br />approved later in the meeting); <br />• Councilmembers Martinez and Sarmiento abstained on Agenda Item 25A due <br />to a conflict of interest - campaign contributions; <br />• Mayor Pro Tern Alvarez requested that the Minutes of July 2, 2012, page 1 be <br />corrected to reflect asterisk on first matter listed only; <br />• Mayor Pro Tern Alvarez recorded a "No" vote on Agenda Item 19C; and <br />• Mayor Pro Tern Alvarez requested an Agenda Item 85A be placed on the <br />August 6, 2012 Council agenda to discuss the records retention and obsolete <br />records destruction policy. <br />MOTION: Martinez SECOND: Sarmiento <br />VOTE: AYES: Alvarez, Benavides, Martinez, Pulido, Sarmiento, <br />Tinajero (6) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: Bustamante (1) <br />CITY COUNCIL MINUTES 5 JULY 16, 2012 <br />1 0A-5
