Ms. Hsieh has an extensive understanding <br />2007 - to date <br />of parking standards, best practices, policy, and management strategies through the <br />IBI Group, Irvine, CA, Transportation <br />various parking studies she has worked on, ranging from regional multi -modal <br />Planner <br />transportation studies, transit station master plan studies, and transit - oriented development <br />(TOD) studies. <br />Representative Experience <br />Metrolink Station Parking Management Study (2009 -2011) - The Metrolink Station <br />Parking Management Study is a comprehensive study of parking management strategies at <br />11 Metrolink stations in Orange County. Commissioned by OCTA, IBI Group is leading the <br />effort in identifying parking management strategies for the planned Metrolink service <br />expansion program. The study involves profiling at each station, public outreach surveys, <br />compilation of national and regional case studies, and coordination with each station city. <br />Ms. Hsieh researched and prepared case studies of best practices in Southern California <br />and North America, conducted an inventory of parking supply and utilization at each <br />Metrolink stations, and developed recommendations for the near and long -term range. <br />Downtown Garden Grove Parking Utilization Study (2010 -2011) - Ms. Hsieh prepared a <br />parking utilization study for downtown Garden Grove. Downtown Garden Grove is centered <br />around Main Street, and is served by nine parking lots. Main Street is a historic area in the <br />City of Garden Grove with a mixture of retail, commercial, and residential uses. The <br />purpose of the study was to determine whether sufficient parking spaces in the immediate <br />area were available to meet the parking demand of the Main Street area. Ms. Hsieh <br />determined accumulation, occupancy, peak demand, and turnover for data collected in <br />parking surveys at the nine study area parking lots. <br />Santa Ana Regional Transportation Center Master Plan (2010) - On behalf of the City of <br />Santa Ana, IBI Group is developing a station master plan for the Santa Ana Regional <br />Transportation Center. The purpose of the study is develop and identify concepts to update <br />SARTC to better connect with the surrounding community and handle the significant <br />increase in passenger levels and transportation modes that will access the station in the <br />next 30 years. Ms. Hsieh is assisting in the parking demand analysis effort for this study by <br />reviewing existing parking standards and rates, quantifying future parking demand for the <br />station based on potential land use development, and identifying strategies for either <br />accommodating this demand with additional parking or developing parking management <br />strategies to help reduce future demand. <br />Anaheim Canyon Metrolink Station Project Study Report (2009) - Ms. Hsieh prepared a <br />parking demand study for the proposed expansion of the Anaheim Canyon Metrolink <br />station. Parking demand at the station is currently exceeding available supply and the spill- <br />over parking demand is impacting an adjacent office development. As the station is <br />improved and commuter rail service expanded at the station, parking demand is forecast to <br />further increase.
