Implementing parking pricing at the Santa Ana Regional <br />Transportation Center (SARTC) will require careful examination of <br />existing user patterns, parking demand, enforcement, and potential <br />inputs to surrounding neighborhoods. IBI Group is well positioned <br />to provide the City with this assignment given our previous work <br />with the City and OCTA at SARTC. The solutions and strategies <br />developed for this study must be the result of a collaborative <br />process that involves city staff, station tenants, and station patrons. <br />The objective is to develop a workable solution that has the support <br />of daily users, tenants, and visitors. Our proposed approach to assisting the City of Santa Ana considers these <br />parameters and outlines an achievable process that maximizes the technical expertise and local understanding <br />of the consultant team with the input provided by city staff. <br />PROJECT UNDERSTANDING <br />The SARTC is strategically located in central Orange County, and is <br />served by Amtrak's Pacific Surfliner and Metrolink's Orange County <br />and Inland Empire- Orange County commuter rail lines. SARTC <br />serves as a hub for the Orange County Transportation Authority <br />(OCTA) bus system, includes a Greyhound station, and is a terminal <br />for several Mexican intercity buses. SARTC is proposed to undergo <br />growth and various improvements over the next few years, and <br />is positioned to continue to be one of Orange County's busiest <br />transportation centers. Daily ridership is forecast to increase at the <br />station, along with demand for parking. To meet forecast demand, <br />the City constructed a four -level parking structure in addition to the two surface parking lots. The City would <br />now like to look at implementing a pricing structure at the station to help offset the costs associated with <br />operating the structure and to continue providing improved parking services and maintenance at the station. <br />IBI Group understands the importance of developing a Parking <br />Management Plan that meets the needs of the City, station tenants, <br />and station patrons. As the prime consultant on the SARTC Master <br />Plan and the OCTA Metrolink Station Parking Management Plan, <br />we have been very much involved in the developments at SARTC <br />and can provide the City with unparalleled resources and technical <br />expertise to complete this study in a timely manner.
