Approach: Numerous studies have been conducted related <br />to SARTC and the surrounding area. Each of these studies has <br />a different focus, but ultimately the goal of improving mobility <br />and enhancing the transit experience with SARTC serving as the <br />anchoring point. IBI Group will review all existing documents and <br />summarize the major points of each study, how they relate, and <br />how they may impact future implementation of a parking plan. IBI <br />Group has a thorough understanding of SARTC from a parking <br />perspective and from a facility operations perspective, and will be <br />able to complete this task quickly and efficiently. <br />A parking occupancy survey was conducted in 2010 as part of the SARTC Master Plan; however, the City <br />may choose to conduct updated parking occupancy or utilization surveys on one weekday and one weekend <br />day during the morning, mid -day, and evening peak period to better understand current parking patterns and <br />utilization. IBI Group will also conduct a field review of the facility to observe parking conditions and utilization. <br />An existing conditions technical memorandum will be prepared based on the counts. IBI Group will work with <br />OCTA to develop new forecast parking conditions at the SARTC. Our involvement in data collection efforts <br />in a variety of municipalities and projects gives our staff a solid understanding of the potential challenges and <br />limitations associated with the data collection effort. <br />Deliverables: <br />• Summary of Related Documents Technical Memorandum <br />• Parking Utilization Counts <br />• Existing and Future Conditions Technical Memorandum <br />TASK 3: SURVEYS AND OUTREACH <br />Objective: To obtain input and discuss parking pricing <br />opportunities, issues, and constraints with the community and <br />better understand what strategies and solutions could lead to <br />addressing the implementation of an effective pricing structure. <br />Key Issues:: The primary issue associated with this task is <br />determining the most appropriate methodology or group of <br />methodologies for surveying existing station users and tenants <br />for their opinions on parking charges and a pricing structure at <br />SARTC; and completing the surveys within the schedule timeframe. <br />methodologies we have successfully employed previously for conducting surveys. <br />Our approach outlines several potential <br />Approach: Given the timeframe of this study, IBI Group proposes to employ a variety of survey and outreach <br />tactics in order to receive a sufficient number of responses and to help ensure that the feedback reflects a <br />reasonable cross - section of station users and tenants. <br />City of Santa Ana <br />N0.12 -043 Parking Management Plan at the Santa Ana Regional Transportation Center IBI Group 6.11.12 16 <br />25E -38 <br />
