The City's Helicopter program also provided anti-crime services on a city-wide basis. <br />The U.S. Department of Housing and Urban Development (HUD) regulations require that the <br />CAPER be available for a 15-day public review period prior to being submitted to HUD. On August <br />5, 2012, a public notice was published in the Orange County Register, La Opinion, and Nguoi Viet <br />News indicating that the draft report would be available for review beginning August 6, 2012. The <br />draft CAPER was also available for public review on the City's website. All comments received <br />have been included in the final document submitted to HUD, which is due no later than September <br />30, 2012. <br />19C-2
