Clty of Santa Ana <br />Environmental Checklist <br />project construction activities. Construction noise levels would be slightly lower, but similar to the <br />existing noise levels currently experienced at receivers to the west of the project site across <br />Fairview Street, based on noise measurements taken at sensitive receiver ST -1 (69 dBA LeQ). <br />As provided above, the City's noise ordinance exempts construction activities from the noise <br />standard (providing that such activities take place between the hours of 7:00 a.m. to 8 :00 p.m. on <br />weekdays and Saturdays). The construction activities of the proposed project would not exceed the <br />City's permitted construction hours. However, the short -term noise from construction would be <br />loud at times at the nearby noise- sensitive land uses, and although temporary, could be disruptive. <br />Therefore, Mitigation Measure N0I -1, which requires implementation of noise control measures, is <br />provided to reduce construction noise levels to a less -than- significant level. <br />Mitigation Measure NOT -1: To reduce construction noise generated by the proposed project, the <br />City will ensure that the contractor will implement the following measures: <br />• All mobile or fixed noise- producing equipment used on the project that is regulated for noise <br />output by a local, state, or federal agency will comply with such regulation while in the course of <br />project activity. <br />• Electrically powered equipment will be used instead of pneumatic or internal combustion <br />powered equipment, where feasible. <br />• Material stockpiles and mobile equipment staging, parking, and maintenance areas will be <br />located as far as practicable from noise - sensitive receivers. <br />• The use of noise- producing signals, including horns, whistles, alarms, and bells, will be for safety <br />warning purposes only. <br />• The onsite construction supervisor will have the responsibility and authority to receive and <br />resolve noise complaints. A clear appeal process to the City will be established prior to <br />construction commencement that will allow for resolution of noise problems that cannot be <br />immediately solved by the site supervisor. <br />• Construction signs will be posted at the project site identifying a contact name and phone <br />number to register noise complaints. <br />Operation Traffic (Offsite Land Uses) <br />Project - Related Traffic Noise. The project Traffic Impact Analysis (TIA) prepared by Felir & Peers <br />(Appendix C) was used to determine potential traffic impacts from the proposed project. The TIA <br />evaluated operational traffic impacts broken down by phase of the proposed school on the <br />surrounding land uses. Traffic noise levels were analyzed using the FHWA's Traffic Noise Model <br />(TNM). This model analyzes traffic noise based on number of vehicles, traffic mix (automobiles, <br />medium trucks, and heavy trucks), project site geometry with respect to roadways, shielding from <br />structures such as walls or buildings, and other parameters. The most recent version of TNM <br />(version 2.5) was used in this analysis. Using the TIA's estimated peak -hour traffic volumes, TNM <br />calculates noise levels in terms of the peak hour Leq noise level for modeled receivers. To determine <br />the corresponding CNEL, the peak hour noise levels were input into an Excel spreadsheet which <br />models diurnal traffic patterns. <br />Table 3 -17 provides the modeled dBA CNEL noise levels for modeled receivers for existing, existing <br />plus project, Phase I, existing plus project Phase 11, opening year (2013), opening year (2013) plus <br />Phase I, opening year (2019), and opening year (2019) plus Phase If scenarios. <br />;C r,Lauerny Lna Ile r rngn xnooi June 2012 <br />Initial Study /Mitigated Negative Declaration 3 -75 <br />ICF 00914.11 <br />31 B -153 <br />
