Displace a substantial number of people, ❑ ❑ ❑ <br />necessitating the construction of replacement <br />housing elsewhere? <br />Discussion <br />Would the project: <br />a Induce substantial population growth in an area, eitherdirectly (e.g., by proposing new homes <br />and businesses) or indirectly (e.g, through extension of roads or other infrastructure? <br />Less - than - Significant Impact. The Orangewood Children's Foundation has identified a long -term <br />need for special educational programs for Orange County foster youth and educationally at -risk <br />students to help them graduate high school. The proposed project is focused on meeting the needs of <br />these foster youth and educationally at -risk students in grades 9 -12. The proposed project would <br />construct a residential charter high school that would consist of three education buildings, three <br />residential buildings, and one administrative /library building. <br />In its first year of operation, the proposed project is planned to serve approximately 80 students in <br />grade nine. Each subsequent year, an additional 80 9th grade students would be added until total <br />enrollment in Phase I reaches 320 students. Phase 11 facilities could accommodate an additional 130 <br />daytime students over the facilities planned for Phase 1. At full enrollment, the proposed project <br />would enroll approximately 450 students originating from Orange County communities, 80 of which <br />would reside in onsite housing. <br />The proposed residential buildings will provide housing for foster youth that reside within Orange <br />County. Each floor of the three Family Unit Buildings (e.g., Buildings A, B, and D) would include five <br />student bedrooms (accommodating 10 students), a guardian suite, a kitchen, dining room, living <br />room, laundry, and a social worker resident office. The housing provided by the project would not <br />increase the overall number of housing units in the City because the project would only provide <br />group housing for eligible minors that are students at the school. The project will not develop single - <br />or multi- family residential units. Additionally, the proposed project would not induce substantial <br />population growth because the 80 students that will reside onsite are current residents within <br />Orange County.
