City of Santa Ana <br />Environmental Checklist <br />conditions), and projected operating traffic conditions with Phase I and Phase II of the project. The <br />TIA also evaluates operating conditions with the project in the near -term for Phase 1(2013), the <br />near -term for Phase 11(2019), and the long -term (2035). Year 2013, 2019, and 2035 traffic impacts <br />are discussed in the cumulative impact analysis in Section XVII, "Mandatory Findings of Significance" <br />and assume annual growth rate factors in the near -term and forecasted traffic conditions from the <br />Orange County Transportation Analysis Model (OCTAM) in the long -term. A description of impacts <br />related to project construction, operation, and parking is provided below. <br />Construction impacts <br />Construction activities are expected to occur within both phases of the project. Construction <br />activities in Phase I would occur for 13 months and for 12 months in Phase 11. Both Phases are <br />expected to generate a short -term, temporary increase in construction related traffic. The estimated <br />number of daily truck trips and number of construction workers needed for construction of the <br />project is provided in Table 2 -3. However, Mitigation Measure AQ -1 limits the number of truck trips <br />per day to 90 trips during the 4 -day excavation and export of soils effort. While specific impacts are <br />not quantified for the project, the number of ADT and peak hour trips associated with project <br />construction would be less than the estimated 463 ADT from operation of Phase I. However, <br />potential morning and afternoon traffic delays related to construction vehicles and could create a <br />temporary /short -term impact to roadways adjacent to the project site. As such, implementation of a <br />construction management plan as described in Mitigation Measure TR -1 would be required to <br />reduce short -term construction traffic impacts to a less - than - significant level. <br />Mitigation Measure TR -1: Prior to issuance of construction permits, the project applicant will <br />develop a Construction Management Plan to be approved by the City of Santa Ana Traffic <br />Engineering Division that will include the following measures: <br />• Designate traffic control for any street closure, detour, or other disruption to traffic circulation. <br />• Identify the routes that construction vehicles will utilize for the delivery of construction <br />materials (i.e., lumber, tiles, piping, windows), site access, traffic controls and detours, and <br />proposed construction phasing plan for the project. <br />• Specify the hours during which transport activities can occur and methods to mitigate <br />construction- related impacts to adjacent streets. <br />• Require the contractor to keep all haul routes clean and free of debris including, but not limited <br />to, gravel and dirt as a result of its operations. The applicant will clean adjacent streets, as <br />directed by the City Traffic Engineering Division, of any material which may have been spilled, <br />tracked, or blown onto adjacent sheets or areas. <br />• Allow hauling or transport of oversize loads between the hours of 9:00 a.m. and 3:00 p.m., only, <br />Monday through Friday, unless approved otherwise by the City Traffic Engineering Division. No <br />hauling or transport will be allowed during nighttime hours, weekends, or federal holidays. <br />Operational Impacts <br />The TIA evaluated the operational impacts for each of the project's two phases and compared the <br />increase to existing baseline conditions as they occurred in January 2012. As such, project traffic <br />generation was developed for each phase, with the second phase including traffic generated by the <br />first phase.
