Page 2 <br />Additionally, this analysis has considered the overall parking needs for a menu of <br />special events that may occur at the Academy campus on a recurring basis. These <br />events have been defined by representatives of the Orangewood Children's <br />Foundation, and due to their format and nature, would not occur simultaneously with <br />regularly scheduled class sessions, but would occur during the "off hours" of <br />weekday evenings and weekends. As such, otherwise unoccupied campus parking <br />spaces would be allocated in support of these events, which include boys as well as <br />girls basketball and volleyball games in the gymnasium, special programs in the <br />"Black Box" performing arts /drama venue (to include the Fall and Spring <br />Fundraisers, Annual Prom, and /or Spring Play), and other special events that could <br />span multiple facilities of the Academy (Back to School Night, Open House, College <br />Night, 81h Grade Info Night, and Graduation Ceremonies). Some of those events could <br />require parking support that exceeds the formalized on -site supply of 146 spaces by <br />up to approximately 130 spaces (with total parking needs on the order of 275 spaces). <br />For those events needing parking support in excess of proposed on -site supply, this <br />study recommends an Event Parking Management Plan that integrates available off - <br />street parking spaces from other available nearby venues. Those spaces would be <br />secured for as- needed use by the Academy by agreement between the Academy and <br />that other venue. Under this plan, the scheduling of Academy special events would be <br />strategic as to time of day and day of week so as to coincide with low parking <br />demand levels on those other sites, thus integrating otherwise lightly used parking <br />supply at one of those other venues into the overall parking capabilities for an <br />Academy event. <br />A logical partner in such a parking management plan would be Wintersburg <br />Presbyterian Church, which has approximately 298 parking spaces (versus a potential <br />Academy event shortfall of up to about 130 spaces), and is essentially diagonally <br />opposite the Academy site at 2000 Fairview Street. The complimentary use patterns <br />of these two sites could permit a reciprocal parking arrangement where each of these <br />two sites could make use of parking spaces on the other during peak periods of <br />parking demand. We understand that productive talks are underway between Church <br />and School officials, and that the execution of a parking agreement is expected. <br />Additionally, we understand that the City of Santa Ana is planning a traffic signal <br />installation at the Fairview/Edna Drive intersection. The presence of a signal at that <br />intersection could enhance the overall pedestrian connectivity between the east and <br />west sides of Fairview Street, including those on -foot movements related to the <br />management plan: <br />3206 21I L'a2 - T1.
