Page 3 <br />PROJECT DESCRIPTION (For the Purposes of Parldng Calculation) <br />Key descriptors of the project that may be relevant to a parking needs assessment <br />include the following: <br />• A charter high school for grades 9 through 12 with ultimate enrollment of 450 <br />students, and where enrollment priority will be given to foster youth. The <br />foster youth component is expected to potentially suppress student parking <br />needs from a "normal" condition due to the reduced likelihood of those <br />students having access to a vehicle for regular commuting to school. <br />The floor area at the high school includes 4,994 sf of administrative space and <br />29,413 sf of classroom area. <br />On -site student housing in a "Family Unit" configuration for 80 of the 450 - <br />student ultimate enrollment, leaving a "commuting" population of 370 <br />students. Commuting by means of other than solo student drivers is expected <br />to be common. Thus the dominant commuting means are expected to include <br />walking or biking, drop -off by parent or guardian in concert with rideshare <br />(carpooling) promotion, and public transit. <br />• In conjunction with the "Family Unit" student housing provisions, a total of <br />eight 2- bedroom suites will be provided for houseparents also living in that <br />housing. <br />• A parking supply of 146 spaces to support the overall daytime needs of the <br />total campus at full enrollment. These spaces will also support after -hour <br />events and programs at the campus. <br />A refined site plan that provides for an on -site student drop off/pick up lane <br />(totaling approximately 516 feet in length) near the east edge of the site. As <br />part of a student drop off/pick management strategy, this lane would operate <br />in the southbound direction as part of a clockwise operating pattern ( "loop ") <br />during the student arrival and departure periods. The overall loop would <br />extend from a right turn from Fairview Street near the northwest comer of the <br />site, to an expected "forced" exiting right turn to Fairview near the southwest <br />corner of the site. It is further noted that while this 520 -foot lane would be <br />reserved for only drop off and pick up in advance of, during, and immediately <br />following regular school hours, it could be converted to parallel curb parking <br />outside of those hours, including during special events.
