' .; City of Santa Ana <br />2.4.2 Late Submission. <br />Bid proposals received after 3:00 P.M. on Monday, July 9, 2012 on the Submission Due Date <br />will be returned unopened and will not be considered. <br />2.5 BID PROPOSAL EVALUATIONS <br />2.5.1 Competitive Process. <br />The Proposal Grading Panel will evaluate and rate each bid proposal according to established <br />criteria. The primary competitive bid criteria for this RFP are: <br />A. Experience of the Proposer; <br />B. Financial strength/stability of the Proposer; <br />C. Cost to City; <br />D. Quality of service to be provided; <br />E. Level of service to be provided; <br />F. Experience and qualifications of the Transportation Personnel who will provide services to <br />the City of Santa Ana under the proposed contract; <br />G. Training of replacement Transportation Personnel when one or more leaves; and <br />H. Whether a Proposer is responsible. The term "responsible" refers not only to the attribute of <br />trustworthiness, but also to the quality, fitness, and capacity of the Proposer to perform the <br />proposed services satisfactorily and in accordance with the specifications and delivery <br />criteria set forth herein. <br />At the conclusion of the evaluation process, the Proposal Grading Panel will make a final <br />contract award recommendation(s), which will be presented to the Santa Ana City of Santa Ana <br />Council. The City of Santa Ana Council may accept the professional Grading Panel's award <br />recommendation and award the contract pursuant to that recommendation. Alternatively, the <br />City of Santa Ana Council may award the contract to another prequalified Proposer upon <br />conducting its own review and evaluation of the grading criteria, scoring materials, final scores, <br />bid proposals submission materials, and other pertinent information. <br />2.5.2 Proposal Grading Panel. <br />Bid proposals will be reviewed and evaluated by a Proposal Grading Panel.
