Consistent with <br />the State EMS requirements, a public bid opening was conducted. During the bid opening, the <br />following information was released and made public with all three bidders in attendance: <br />A. RFP number <br />B. Submission date <br />C. General description of service being procured <br />D. Names of responders <br />E. Amounts proposed: <br />a. Transports for Initial Year Service Period <br />b. Optional: Transports + Ambulance Billing <br />Evaluation Process Oversight <br />Orange County Emergency Medical Services (OCEMS) staff have been involved in the RFP <br />Process (both Phase I and II) since inception. Consistent with the State guidelines, the role of <br />OCEMS oversight is to ensure that the RFP process (from issuance of the RFP to ultimate <br />contract award) was conducted in a fair and competitive manner. The competitive RFP process <br />utilized by City of Santa Ana, including Phase I and II RFP's, was submitted to Orange County <br />EMSA (OCEMSA) and the State Emergency Medical Services Authority and was approved by <br />both agencies. <br />Overview of Proposal Evaluation Process in Phase 11 <br />The focus of the comprehensive evaluation process was to select the bidder that provided the <br />most thorough, and competitive bid proposal and program design that would meet or exceed the <br />performance standards set forth in the RFP. <br />All three proposals proceeded to the evaluation process, which was designed to accomplish the <br />following goals: <br />• Provide a method of evaluating each proposal not just on its own merits, but as it <br />compares to the other proposals under evaluation. <br />• Provide a method of evaluation that is fair and unbiased. <br />• Provide a method that evaluates the: <br />¦ Bidder's business as a whole, and <br />¦ 2) Proposal specific to the operational needs of the City of Santa Ana in the <br />delivery of 9-1-1 emergency transportation services. <br />25F-5
