Deliverable(s) - Analysis Methodology Report (including Goals, Objectives and Evaluation <br />Criteria <br />Task 3.6 Purpose & Need Statement <br />The Cordoba team will prepare the purpose and need statement for the project which will <br />address: <br />• Defining study corridor mobility issues/problems <br />• Reaffirming the purpose and need for the project relative to the identified mobility <br />problems; and <br />• Refining the Goals, Objectives and Evaluation Criteria as needed based on stakeholder <br />input. <br />The resulting Purpose and Need Statement will be suitable for inclusion in the Alternatives <br />Analysis Study and the Environmental Impact Report/Environmental Impact Statement, as well <br />as providing the framework which will be used to evaluate the effectiveness of the alternatives <br />as a basis for selecting the LPA. We will prepare a statement defining transportation mobility <br />issues in the project study area and reaffirming the project purpose and need as it may have <br />changed from previous studies. The goals, objectives and evaluation criteria will also be <br />revisited and modified as needed. <br />Deliverable(s) - Purpose & Need Statement (suitable for inclusion in the AA study and the <br />EIR/EIS <br />TASK 4.0 SCOPING & DEFINITION OF ALTERNATIVES <br />This task will identify a wide range of transit alignment alternatives and technologies within the <br />Project Study Area that address the Corridor Mobility Problem. The definition of these Corridor - <br />Wide Alternatives should respond to the Purpose & Need statement, corridor goals and <br />objectives, and community input received during the Public meetings and the scoping process. <br />As part of Task 4.0, the Corridor -Wide Alternatives will be subjected to a multidisciplinary <br />technical screening process to narrow the range of alternatives to a reasonable set of <br />alternatives to be evaluated in more detail in the AA/DEIS/DEIR phases of analysis. <br />This identification and comparison of alternatives will be important so that the Locally Preferred <br />Alternative that is ultimately selected can be justified as being the most cost-effective solution. <br />It is also important to evaluate a range of alternatives so that the LPA decision can be defended <br />against those who might disagree with the choice and advocate for other solutions. <br />Task 4.1 Corridor -wide Alternatives Proposed for Evaluation <br />The Cordoba team will develop an initial set of Corridor -wide Alternatives to be evaluated and <br />screened as part of Task 4.0 in the initial phases of the AA Study process. The Cordoba team <br />shall prepare a Transit Technologies Paper, comparing and contrasting the most appropriate <br />technologies for the corridor by providing comparative tables on operational characteristics, <br />performance capabilities, and costs. Other alternatives may emerge from the review of corridor <br />needs and public comments received during the scoping process.
