• No -Build Alternative- Existing transit plans and programmed improvements through the <br />year 2035 <br />• Baseline Alternative- Planned improvements that have obtained environmental <br />clearance as of 2008. The Baseline Alternative will be used as the basis of evaluating <br />benefits of the proposed Build Alternative. <br />• Transportation System Management (TSM) Alternative- Relatively inexpensive projects <br />or policy actions such as improved traffic signal timing or incentivized carpooling <br />• Bus Alternatives - <br />1. Bus alternative operating in a mixed flow/general purpose lane <br />2. Bus alternative operating in a dedicated guideway <br />• Other Technologies- This may include a variety of other technologies such as a modem <br />streetcar, monorail, or light rail transit operating in a dedicated guideway (operating in <br />either a dedicated guideway or mixed flow/general purpose lanes) <br />An extensive amount of work has been conducted in this corridor — enough to indicate that bus, <br />bus rapid transit (BRT), modern streetcar technologies, and possibly light rail, will be included in <br />this initial set of alternatives. However, the Cordoba team will also identify additional alignments <br />structured to optimize the performance of each transit technology and to bring transit service <br />into emerging redevelopment areas. From these initial concepts, a range of up to five build <br />alternatives as well as a No Build, Baseline and a TSM Alternative will be carefully developed <br />between SARTC and Harbor Boulevard. A sufficient level of detail will be established to <br />compare one alternative against the other and conduct an initial screening of the alternatives. <br />The footprints for these alignments will be portrayed on aerial photography to support the <br />screening analysis. The Cordoba team will summarize the Initial Set of Alternatives in the <br />Preliminary Definition of Alternatives Report. <br />Support Facilities - Each modal alternative will require storage and maintenance facilities that <br />can efficiently service the project. Locations and alternatives for such facilities will need to be <br />identified in order that fair comparisons can be made. Up to two sites for the fixed guideway <br />system will be identified through the alternatives development and screening process that will <br />be evaluated in more detail in subsequent phases of the AA/DEIS/DEIR process. Required <br />support facility needs and options will also be identified. <br />Deliverable(s) - Preliminary Definition of Alternatives Report; Transit Technologies Paper <br />Task 4.2 Notice of Preparation/Notice of Intent <br />The Cordoba team shall prepare a Notice of Preparation (NOP) and a Notice of Intent (NOI) in <br />accordance with CEQA and NEPA requirements. We will work with the City of Santa Ana <br />Project Manager to submit the NOP to the State Clearinghouse. The Cordoba team will work <br />with the City of Santa Ana and the federal lead agency to enable EPA to publish the NOI in the <br />Federal Register. We will provide the copy, graphics, and technical support needed to <br />accomplish the appropriate notices and communications required to initiate the environmental <br />planning process in cooperation with the City of Santa Ana and the public outreach lead. <br />Deliverable(s) - Notice of Preparation & Notice of Intent <br />101 Page <br />
