Orange County Conservation Corps <br />Santa Ana Workforce Investment Board - The Youth Service Provider Network <br />Request for Proposal <br />PY 201212013 <br />The OCCC will recruit and serve older Out -of- School youth primarily between the ages of 18- <br />21. The Corps' program design will combine work and school in a structured, supervised, forty - <br />two (42) hour work/school week. In the community: WIA participants will be involved with <br />work projects; paid work experience; educational field trips; work related field trainings; <br />participation in community events and youth oriented groups, meetings, and events. In the <br />Classroom: Orange County Conservation Corps' charter school will provide high school diploma <br />instruction; vocational and occupational skills training; life skills, pre - employment skills, etc; <br />specialized trainings (CPR/First Aid, Forklift, Chainsaw certification, etc.); safety <br />demonstrations, leadership development, support services and educational topics (health, <br />substance abuse, financial literacy, etc.); and instill the participants with a sense of community <br />service and pride. <br />4. Indicate the planned outcomes and how they will meet performance goals: The Orange <br />County Conservation Corps will meet or exceed established WIA outcomes as follows: Entered <br />Employment or Post - secondary Education Rate -65 %; Diploma/Certificate Rate- 61 %; <br />Literacy/Numeracy Rate -40% <br />5. Disclose the total funding request. $250,000 <br />6. Indicate which of the 10 WI A elements the program will offer (all 10 elements not <br />required): Tutoring, study skills training, and instruction leading to completion of secondary <br />school, including drop -out strategies; Alternative secondary school services; Paid and unpaid <br />work experience; Occupational skill training; Leadership development opportunities; Supportive <br />services; Adult mentoring; Follow up services for a minimum of 12 months after completion; <br />Referrals for comprehensive guidance and counseling (i.e. substance abuse, legal, medical, <br />family) <br />B. Program Description <br />1. Describe the program in its entirety from July 1, 2012 to June 30, 2013 <br />The Orange County Conservation Program is a transitional work/school program that combines <br />work and school daily in a structured, supervised program, inclusive of the following program <br />components: <br />• Provide jobs for thirtySanta Ana youth as they are hired by the Corps to complete various <br />work projects; <br />• Meet /exceed the WIA outcomes for entered employment or education, credential <br />attainment, and skill gains as outlined by the Santa Ana Youth Council; <br />• Youth who are unemployed and out of school will be enrolled into the Orange County <br />Conservation Corps' Charter School to earn their high school diploma or GED; <br />• Provide "soft" and "hard" occupational skills training needed to complete Orange County <br />Conservation Corps' work projects (i.e. landscaping, construction, recycling); <br />• Provide "soft" and "hard" skills training to other work and school opportunities post - <br />Orange County Conservation Corps; <br />2 <br />Exhibit A <br />
