Vicki Uehli <br />City of Santa Ana <br />YMCA Building <br />September 24, 20'12 <br />Page 2 <br />The YMCA building is listed on the National Register of Historic Places. This City -owned <br />property is currently unoccupied. It is anticipated that substantial improvements would <br />need to be made to bring the building back to a usable state. <br />PROPOSED SCOPE OF SERVICES <br />KMA is proposing to undertake the following two - phased scope of services: <br />Development Alternatives Analysis <br />KMA is proposing to prepare one conceptual pro forma analysis of a mixed -use <br />development for each of the City -owned sites. KMA will collaborate with the City staff to <br />create the development concepts to be analyzed. For the public parking garage site, the <br />conceptual development will include the replacement of the existing 440 parking spaces. <br />The KMA analyses will all be based on conceptual /bubble diagram scopes of <br />development, including parking configurations, provided by the City. The pro forma <br />analyses will be used to assess the land value or financial gap associated with the <br />development alternative devised for each City -owned site. <br />At the conclusion of the development alternatives analysis, the City will determine <br />whether or not to proceed with Request for Qualifications /Proposals (RFQ /P) from <br />prospective developers. <br />Developer Solicitation Process <br />If the City chooses to proceed with RFQ /P's for the two City -owned sites, KMA is <br />proposing to provide the following assistance: <br />Assist in preparing RFQ /P documents, including providing input on the RFQ /P <br />scope, format and evaluation criteria. <br />2. Provide technical assistance in evaluating the responses to the RFQ /P: <br />a. To the extent feasible, prepare an "apples to apples" comparison of <br />proposals; <br />b. Evaluate the risk and /or potential variation in revenues from each <br />proposal; and <br />Quantify the property purchase offers and financial assistance requests <br />included in each proposal. <br />'120800'1; KMA:KHH <br />99900.900 <br />
