X <br />?n <br />of <br />FOURTH SIDE LETTER AMENDMENT TO THE <br />MEMORANDUM OF UNDERSTANDING <br />BETWEEN THE CITY OF SANTA ANA AND <br />THE SANTA ANA POLICE MANAGEMENT ASSOCIATION <br />FOR FISCAL YEARS 2010-14 <br />A-2012-147 <br />The following provisions of the parties' MOU are amended as set forth below. New language is in bold italics <br />as follows: <br />ARTICLE I - RECOGNITION <br />1.1 Pursuant to the provisions of the Meyers-Milias-Brown Act, Government Code Section 3500, et seq., the <br />City of Santa Ana (hereinafter called the "City") has recognized the Santa Ana Police Management <br />Association (hereinafter called the "Association") as the recognized representative of the bargaining unit <br />which include Police Department employees in the classifications of Police Records Manager, Police <br />Property & Facilities Manager, Police Communications Manager, Police Lieutenant and Police Captain. <br />Effective July 1, 2012, the vacant classifications of Police Records Manager and Police Property & <br />Facilities Manager shall be eliminated. Effective July 1, 2012, the new classifications of Police <br />Administrative Manager and Police Systems and Communications Manager shall be added to the <br />Association as represented titles. Effective July 1, 2012, the classification of Jail Administrator shall be <br />transferred to the Association as a represented title. <br />ARTICLE IV - SALARIES <br />4.3 Salaries <br />A. Effective July 1, 2012, the base salary of employees covered by this Agreement shall be increased <br />seven salary rate ranges (approximately 3.516). <br />B. Effective July 1, 2012, sworn employees covered by this Agreement shall contribute an additional <br />5.5% (for a total of 7.91%) to pay for the employer portion of the City's PERS contribution as more <br />fully addressed below in Section 14.6. This contribution shall be paid in accordance with <br />Government Code section 20516(f). <br />C. Effective July 1, 2013, sworn employees covered by this Agreement shall contribute an additional <br />1.08% (for a total of 9.0%) of their salary to pay for the employer portion of the City's PERS <br />contribution as more fully addressed below in Section 14.6. Said additional contribution is <br />contingent on sworn members of the Police Officers Association (POA) paying the same amount. <br />This contribution shall be paid in accordance with Government Code section 20516(f) and shall <br />sunset June 30, 2014. <br />D. Effective July 1, 2012, non-sworn employees covered by this Agreement shall contribute an <br />additional 1.7% (for a total of 8%) of their salary to pay for the employer portion of the City's PERS <br />contribution as more fully addressed below in Section 14.5. This contribution shall be paid in <br />accordance with Government Code section 20516(f). <br />E. There shall be no across-the-board salary increase during FY 2013-14 for members of this bargaining <br />unit, except in the event Section 43F, below, is triggered. <br />PMA 2010-14 Contract Extension Page 1
