Agreement with the Confidential Association of Santa Ana <br />December 17, 2012 <br />Page 2 <br />4) Payment for Unused Sick Leave: Upon termination from employment, employees with 15 <br />years of service shall be entitled to payment of 1 /2 of their unused sick leave, and <br />employees with 20 years of service shall be entitled to payment of 2/3 of their unused sick <br />leave. <br />5) Catastrophic Leave: Currently, employees on leaves of absence due to non-industrial <br />injury or illness who have exhausted their paid leave time may receive donations of paid <br />leave time from other employees. This provision would allow these employees to use all of <br />the donations they receive, beyond the point when their partial-salary long term disability <br />benefits begin. <br />6) Medical Retirement Subsidy Plan: CASA members will have the option of participating in a <br />Retiree Health Savings Plan (RHSP), which is a plan to provide for payment of health <br />insurance premiums and other qualified medical expenses post-employment on a tax-free <br />basis. <br />7) Joint Labor Management Teams: The City and CASA agree to form Joint Labor <br />Management Teams to: 1) identify jobs that have increased in complexity, 2) establish a <br />career development incentive plan, and 3) develop a paycheck direct deposit program. <br />8) Overtime: Sick leave shall not be included in the computation of a forty hour workweek <br />when determining overtime eligibility and payment. <br />FISCAL IMPACT <br />This agreement will result in a cost of $30,000 during fiscal year 2012-13 and a cost of $50,000 <br />during fiscal year 2013-14 for a total cost to the City of $80,000 during the term of the agreement. <br />Funds are available in the salary accounts of the various agencies with CASA employees. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />d aya Francisco Gutierrez <br />Executive Director Executive Director <br />Personnel Services Department Finance & Management Services Agency <br />25A-2 <br />I
