From RBF's beginning in 1944 in southern California, the <br />company has grown to a frill service consulting firm with project <br />experience in 13 countries, 27 states, and with over 700 local agencies. <br />RBF has a team of 540 professionals with 16 offices in the Western U.S. <br />RBF provides a complete range of services for planning, urban design, <br />transportation planning, land use and policy planning, landscape <br />architecture, and environmental services. <br />Over the past 65 years, RBF has held numerous contracts within the City <br />of Santa Ana, including: Parkcenter Drive Initial Study; Jurisdictional <br />Delineation and Biological Habitat Assessment for Edinger Avenue <br />Bridge Widening; and multiple regulatory services contracts for seismic <br />retrofit projects throughout the City. In addition, over the past 10 years, <br />RBF has held 16 roadway preliminary design and/or final design <br />contracts with Caltrans, including the I-5 at Jamboree Improvements and <br />1-5/Grand Avenue Interchange. <br />Air Quality/GHG Emissions/Climate Change <br />A recognized leader in air quality modeling and analysis, RBF has <br />prepared a wide variety of air quality analyses for projects throughout <br />California. We are familiar with Federal, state, and local requirements <br />and thresholds of significance for criteria pollutants. RBF routinely <br />consults with the U.S. Environmental Protection Agency (EPA) South <br />Coast Air Quality Management District (SCAQMD), and other air <br />pollution control districts to ensure adequate project-level analysis under <br />existing air quality regulations. RBF utilizes state-of-the-art air quality <br />models to accurately quantify air pollutant levels both during <br />construction and project operations. RBF also provides Global Climate <br />Change analysis in response to AB-32 and Executive Order S-3-05, <br />calling for an increasing level of greenhouse gas (GHG) emissions <br />analysis for development projects within the State. <br />Noise/Acoustics <br />RBF provides a full range of noise impact analyses for public and private <br />sector clients, in accordance with local, State, e.g., Caltrans, and Federal <br />impact assessment criteria. RBF is skilled in utilizing various noise <br />modeling programs and provides ambient noise levels surveys, utilizing <br />Larson Davis 820 and Bruel & Kjaer 2250 sound level meters. <br />Visual Impact Analysis <br />RBF provides visual stimulation studies for aesthetic and visual impact <br />evaluation, including for Caltrans-compliant Visual Impact Assessments. <br />Simulations produced by RBF range from simple photo composite/3-13 <br />massing studies to full photorealistic depictions. RBF uses state of the art <br />software and advanced techniques such as metric photogrammet y and <br />Real Time Kinematic (RTK) global positioning.
